Summary

This position is located in the Department of Labor (DOL), Mine Safety and Health Administration (MSHA), Office of Standards, Regulations and Variances (OSRV), Economic Analysis Division. The Office is responsible for developing and promulgating safety and health standards and regulations for miners as authorized under the Federal Mine Safety and Health Act of 1977.

This position is OUTSIDE the bargaining unit.

This position is at the Full-Performance Level (FPL).

Responsibilities

As an Economist in the Office of Standards, Regulations, and Variances (OSRV) Division, the ideal candidate serves as the economic advisor to the Deputy Director and Director at OSRV and MSHA senior leadership on a variety of program and policy issues. Establish and maintain cooperative working relationships with staff within the Agency, other government agencies, members of Congressional staffs, media, labor organizations, the private sector, and other customers including the general public, and assist less experienced economists. Adapt to prior statistical software skills to tools provided by the agency. Anticipate the need for economic knowledge, asses existing programs to identify any concerns, and plan and implement project accordingly. Develop and implement programs based upon new and revised legislation requiring consideration of the acute and long-range effects, both direct and indirect, and briefing MSHA leadership on emerging issues that impact MSHA.

Qualifications

In addition, to the Basic Requirements outlined under education requirements, to qualify applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-14, in the Federal Service completing the following:

The ideal candidate must have:
  • Demonstrated professional knowledge and skill in the field of economics. The position requires independence in the application of economic theory to the production of regulatory analysis and the completion of individual assignments. In addition to theory, the analysis includes specific requirements driven by legislation, Executive Orders, and other guidance.
  • Ability to identify issues, define problems, analyze and conduct complex policy research and evaluations in order to develop detailed reports, regulatory guidance, and options for policy and resource issues.
  • Skill in researching problems and issues, including evaluating the content of new or modified legislation to determine its impact on programs and resources.
  • Expertise on the availability of economic and statistical data, both from within DOL and from other sources, to assess developments that affect program operations, and increase program impact in professional circles.
  • Mastery of oral and written communication skills sufficient to articulate policy recommendations and supporting arguments clearly and concisely, and to prepare materials and presentations on behalf of Senior Leadership for formal and informal purposes both inside and outside the government.

The incumbent is expected to do the following:
  • Be able to adapt prior statistical software skills to tools provided by the agency.

Education

Basic Requirements
1. Degree: economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus.

OR

2. Combination of education and experience: courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education.

Evaluation of Experience

Examples of qualifying experience include:

1. individual economic research assignments requiring planning, information assembly, analysis and evaluation, conclusions and report preparation;
2. supervisory or project coordination assignments involving a staff of professional economists, and requiring the evaluation and interpretation of economic information; or
3. teaching assignments in a college or university that included both class instruction in economics subjects and one of the following (1) personal research that produced evidence of results, (2) direction of graduate theses in economics, or (3) service as a consultant or advisor on technical economics problems.

Experience in related fields that did not involve the use and understanding of economic principles and theories may not be used as qualifying experience for these positions. Special attention on this point should be given to certain types of work that may or may not have provided professional economic experience. The following examples of work require special care in such determinations:

1. economic statistics;
2. industrial surveys;
3. management of individual business enterprises, including farms;
4. industrial planning;
5. writing or editorial work in economic subjects; and
6. financial market analysis.
