Summary

The position is located in the Office of Financial Management, Contracting Services and Supply Division, in Massena, NY or Washington, DC. The incumbent serves as Chief, Contracting and Supply and is responsible for the acquisition, warehousing, safeguarding and disposing of supplies and equipment; for pre-award and post-award functions involving specialized procurements of significant importance to the Corporation.

Responsibilities

As a Supervisory Contract Specialist, you will:
  • Direct and coordinate the staff activities of the Contracting Services and Supply Division.
  • Promote participation of subordinates in management programs such as suggestions, quality assurance, safety and cost reduction.
  • Review procurement requests for contracting requirements for required clearances and approvals; consults with requesting officials to resolve problem areas and for further information or justification for sole-source purchases.
  • Analyze changes in Federal procurement and supply management law and regulations as well as Departmental policies and changing Corporation needs.
  • Plan, direct, coordinate, control and evaluate their work and provides guidance on difficult and unusual situations. Keep employees informed of management goals and objectives and higher-level supervisors informed of employee concerns.

Physical Requirements/Work Environment: The work is mostly sedentary but requires some walking to supervise functions and during meetings and site visits with contractors and program officials. Some work is performed in inclement weather and hazardous road conditions typical of the Northern NY area.

Travel Required

50% or less - Occasional Travel will be required if selected and working from DC office, you will be required to travel to Massena, NY between 25% and 50% of the work time.

CONDITIONS OF EMPLOYMENT:

  • SUPERVISORY PROBATIONARY PERIOD: New supervisors must complete a 1-year probationary period (unless already completed).
  • BACKGROUND INVESTIGATION: You will be required to complete a background/security investigation and meet preliminary requirements prior to onboarding.
  • FINANCIAL DISCLOSURE: The Ethics in Government Act of 1978 requires the applicant selected for this position to submit a Confidential Financial Disclosure Report (OGE Form 450) within 30 days of appointment and annually thereafter.
  • DRIVER'S LICENSE: You must have a valid state driver's license and be fully qualified to operate a government-owned vehicle.
  • Level II certification is required
  • CERTIFICATION TRAINING: You will be required to maintain FAC-C Level III Certification which includes earning 80 continuous learning points every two years beginning with the date of certification to assure skills training is current every two years.



Qualifications

To meet the minimum qualifications for this position, you must (1) meet the Education Requirement for the series, (2) provide a copy of Transcripts for verification, (3) meet the Selective Factor Requirement, (4) provide a copy of the selective factor Certification for verification AND (5) meet the Specialized Experience Requirements for the advertised grade.

You must meet one of the following Selective Factor :

OR

Level II certification in Federal Acquisition Certification in Contracting (FAC-C) and/or Defense Acquisition Workforce Improvement Act (DAWIA). (A copy of your certification must be provided as proof of certification)

PLEASE NOTE: the selectee will be required to achieve FAC-C Level III certification within 24 months.

You must meet the following Specialized Experience for the GS-13: you must have one year of experience equal or equivalent to the GS-12, it must include:

1) Expert knowledge of Federal Acquisitions Regulations;

2) Extensive Pre award and Post award experience in awarding and administering complex, high dollar contracts; and

3) Experience as a contracting officer performing review and oversight of contract work.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  • Acquisition Strategy - Knowledge of the principles and methods for developing an integrated acquisition management plan that describes the business, technical, and support strategies, including the relationship between the acquisition phases, work efforts, and key program events (for example, decision points, contract awards).
  • Technical qualification with information obtained via on-line questionnaire.
  • Developing Others - Develops the ability of others to perform and contribute to the organization by providing ongoing feedback and by providing opportunities to learn through formal and informal methods.
  • Oral Communication - Makes clear and convincing oral presentations. Listens effectively; clarifies information as needed.

Education

MANDATORY EDUCATION REQUIREMENTS FOR GS-13 and above:

A. Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position. AND

B. A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

C. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver under Paragraph D.

D. Waiver: When filling a specific vacant position, the senior procurement executive of the selecting agency, at his or her discretion, may waive any or all of the requirements of Paragraphs A and B above if the senior procurement executive certifies that the applicant possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated analytical and decision making capabilities, job performance, and qualifying experience. With respect to each waiver granted under this Paragraph D, the senior procurement executive must document for the record the basis of the waiver. If an individual is placed in a position in an agency on the basis of a waiver, the agency may later reassign that individual to another position at the same grade within that agency without additional waiver action.
