This position is located in the National Credit Union Administration, Office of Minority and Women Inclusion (OMWI). NCUA is seeking an executive to serve as the Director Office of Minority and Women Inclusion.

Responsibilities

As the Director of OMWI, you will:

Provide executive direction, set policies, and oversee all matters of the National Credit Union Administration (NCUA) relating to diversity, equity and inclusion in management, employment and business activities.

Develop, implement and monitor progress towards several standards and procedures related to workforce diversity and the inclusion and utilization of minority and women-owned businesses in NCUA programs and contracts as required by SEC. 342 of the Dodd-Frank Wall Street Reform And Consumer Protection Act of 2010.

Advise the Chairman, NCUA Board, and senior NCUA leadership on the impact of policies and regulations of the NCUA on minority and women-owned businesses.

Set the diversity, equity and inclusion strategic priorities aligned with the NCUA strategic priorities to maintain a diverse workforce and foster an inclusive work environment.

Promote and assess diversity, equity and inclusion in the credit union system.

Partner with inner-city schools and other minority-focused organizations to hire or mentor minorities and women.

Provide leadership and strategic direction in assessing the effectiveness of NCUA's equal employment opportunity program.

Serve as a key advisor to NCUA personnel on a broad range of EEO matters.

Coordinate with executives and senior managers regarding the design and implementation of any remedies resulting from violations of statutes, regulations, or executive orders about civil rights laws.
Advise agency leadership regarding best practices for recruiting, retaining and developing a diverse, high-performing workforce that draws from all segments of society and values fairness, diversity and inclusion.

Ensure NCUA takes affirmative steps to seek diversity in the workforce at all levels by implementing staff recruiting and retention efforts. These steps include reaching out to certain types of minority- or women­ only colleges and universities and advertising in minority-and women-focused publications.

Develop an annual report to submit to Congress regarding the percent of contract expenditures that went to minority-and-women-owned businesses; successes and challenges related to targeted hiring and procurement efforts; and any other information, findings, conclusions, and recommendations for legislative or NCUA action.

Recommend changes in management policies/practices to eliminate barriers to EEO; develop strategies to accomplish goals and objectives.

Qualifications

For the SS-0301-01, you must have one year (12 months) of full-time specialized experience comparable in difficulty and responsibility to the CU/GS-15 level in the public or private sector. Qualifying specialized experience is experience providing senior level leadership, and 1) performing oversight of an organization's equal employment opportunity program; and 2) evaluating standards, procedures, and policies related to workforce diversity and inclusion and utilization of minority and women-owned businesses.

For the SS-0301-02, you must have one year (12 months) of full-time specialized experience comparable in difficulty and responsibility to the SS-01/SES level in the public or private sector. Qualifying specialized experience is experience providing executive leadership, and 1) performing oversight of an organization's equal employment opportunity program; and 2) developing and evaluating standards, procedures, and policies related to workforce diversity and inclusion and utilization of minority and women-owned businesses.

It also involves the ability to develop an expansive professional network with other organizations and to identify the internal and external policies that impact the work of the organization.
  • Technical/Professional Core Qualification (TCQ):
    Skill in providing strategic leadership and direction in the formulation, execution and management of policies and programs in the areas of Equal Employment Opportunity and Diversity, Equity and Inclusion.

    For positions that are multi-graded, you may be noncompetitively promoted to the next grade level in accordance with OPM regulations and NCUA policies.

    SALARY: Salary is set by the NCUA Board, unless delegated to the Executive Director, and is based on the position's and the individual's potential contribution to the agency's overall strategic goals and the executive and technical qualifications of the successful candidate.

    OTHER KEY REQUIREMENTS: You must serve a one-year managerial probationary period if you have not done so.
