Responsibilities


As the Principal Deputy Assistant Inspector General for Office of Audit is you will:

  • Assist in planning, developing, and directing a comprehensive audit program designed to ensure that EPA programs are effectively, efficiently, and economically administered.
  • Provide executive leadership over Office of Audit supervisors and staff to accomplish the OIG mission and IG Act by determining the proper direction for Office of Audit projects and establishing and tracking the economy, efficiency, and effectiveness of audit and evaluation operations and outcomes, to include the quality and timeliness of audit products.
  • Develop and motivate staff to perform and contribute high-quality and timely work products and deliverables by setting clear expectations, providing feedback, and facilitating opportunities for learning and development through formal and informal training and work assignment opportunities.
  • Help build, manage, and lead a workforce based on organizational and strategic goals, budget considerations, and staffing needs. Ensure that staff is appropriately and fairly recruited, selected, trained, and appraised. Help ensure that staff performance and conduct issues are promptly addressed, coordinating with other OIG offices and staff as necessary.
  • Promote adequate operation of and implement needed improvements to Office of Audit information systems, performance measures for audits and evaluations, various administrative operations, and overseeing the development of Office of Audit portion of the OIG Semiannual Report.

This is a Public Trust Position. Employment in this position requires a background investigation. If you are selected and cannot obtain a favorable security determination within a reasonable period of time due to disclosed or undisclosed background issues, the tentative employment offer may be withdrawn.

A public financial disclosure statement is required upon appointment into the SES. This statement will be used to avoid conflicting situations in employment through advice and counseling. You will need to provide the information annually.

One year probationary period required for initial SES appointment.

The selectee will be required to complete a "Declaration of Federal Employment", (OF-306), prior to appointment and the appropriate background investigation forms to determine suitability for Federal employment. Qualifications

To be qualified for this position, applicants must have at least one year of prior experience in a managerial capacity with responsibility for providing supervisory direction to a large and diverse organization responsible for promoting and evaluating economy, efficiency, and
effectiveness in the administration of Federal and State programs and operations and preventing and detecting fraud and abuse in such programs and operations. This experience must evidence sophisticated analytical skills, superior written and oral communication skills, good judgment, and experience in interacting with government and non-government officials.

MANDATORY TECHNICAL QUALIFICATIONS: In addition, all applicants must submit a separate written narrative response to each of the following MTQs. Please give examples and explain how often you used your skills, the complexity of the knowledge possessed, the level of people you interacted with, the sensitivity of the issues you handled managing a large public or private sector organization that administers complex, rules-based benefits or services, etc. It is recommended that you draft your MTQs in a word document and then insert into our system (limit of 6,400 characters for each narrative).
  • Demonstrated experience in planning, developing, and directing large or national scale audit and evaluation techniques from inception to completion in accordance with generally accepted government auditing standards and with CIGIE Quality Standards for Inspection and Evaluation to assess program outcomes for purposes of improving program efficiency and effectiveness.
  • Senior-level experience managing an organization's corporate culture that (a) embraces customer service (b) empowers personnel to their full potential (c) facilitates internal and external communications (i.e., reports, briefings, presentations, etc.) and (d) engages with multiple audiences such as Congress, Agency heads, Federal and State Officials, Special Committees and the general public including the use of news and social medial platforms.

    How You Will Be Evaluated

    You will be evaluated for this job based on how well you meet the qualifications above.

    Applicants will be rated and ranked by the Executive Resources Board (ERB) using only the information submitted for consideration. Applicants are to separately address the ECQs (unless exempted) and the Technical Qualifications question listed in the announcement by documenting demonstrated experience, training, and/or education. Applicants who do not separately address the required qualifications will be ineligible for consideration. The ERB will rate and rank each applicant based on the qualification requirements and refer the top candidates to the selecting official. The selecting official will consider the best qualified applicants referred based on the information provided, and possibly a personal interview. The ERB will approve the final selection and forward to the Inspector General. In competitive cases, the Office of Personnel Management (OPM) will certify qualifications through the OPM Qualifications Review Board.
