Responsibilities

This position serves as a Legal Administrative Specialist, located in the Baltimore Regional Office. The incumbent provides specific information and comprehensive assistance to veterans, their dependents and beneficiaries concerning any matter within the scope of VA benefits and related non-VA benefits, to include those cases in which issues require an advanced technical proficiency
  • Counsels Veterans and family members regarding benefits available through the VA as well as non-VA benefits available through other agencies.
  • Conducts in-person or telephone interviews to provide designated outreach services.
  • Explains pertinent Laws & Regulations regarding VA benefits.
  • Provides in-home counseling to Veterans who are geographically isolated or physically unable to visit a VA facility.
  • Obtains necessary information and complete a claim with the Veteran and/or family member present.
  • Advises claimants on VA benefits and rights.
  • Explains and provides assistance with documents and evidence required to apply for VA benefits.
  • Explains reasons for benefit-related decisions made by VA. Advises on the right of appeals and assists claimants in making appeals.
  • Maintains comprehensive information systems relating to specialized Veteran groups to identify opportunities for improvement.
  • Speaks to individuals or groups or otherwise represents the agency on media programs involving matters of interest to Veterans.
  • Participates in events and outreach programs and serves as a resource for the Veteran community.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. The grade progression for this position is: GS-10.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement: 04/12/2021

1. TIME-IN-GRADE REQUIREMENT : Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
  • For a GS-09 position you must have served 52 weeks at the GS-07 level.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:

1. Applicants must have (1) year of specialized experience equivalent to at least the next lower grade (GS-07). Specialized experience is: experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the positions, and that is typically in I or related to the work of the position to be filled. Examples of specialized experience that may be qualifying are: experience counseling individuals on benefits available to them, benefit eligibility criteria, utilizing electronic processing systems to respond to customer inquiries.
OR
2. Successfully completed master's or equivalent graduate degree or successfully completed two 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related.

Combining Education & Experience : If you do not fully meet the length of experience and education described for a specific grade level (e.g. have six months of experience and some coursework but not a degree), the two can be combined to total 100% of the requirement. Volunteer Experience : Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.
Physical Requirements : This position is primarily sedentary with some walking, standing, bending, and/or carrying lightweight items.

Education

Education must be accredited by an accrediting institution recognized by the U.S. Department of Education to be credited towards qualifications. Provide only the attendance and/or degrees from schools accredited by accrediting institutions recognized by the U.S. Department of Education.
All education claimed by applicants will be verified upon appointment. If you are using foreign education to meet qualification requirements, you must send a Certificate of Foreign Equivalency with your transcript to receive credit.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. VA may offer newly-appointed Federal employee's credit for their job-related non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
