Summary

This position is located in the Grants and Program Management Division of the Office of Railroad Policy and Development (RPD), Office of Infrastructure Investment, Federal Railroad Administration (FRA), in Washington, D.C. The Grants Management position was established to manage and administer FRA's grants/cooperative agreements, ensure compliance with all applicable terms and regulations, and achieve programmatic success.

Responsibilities

As a Grants Management Specialist, you will:
  • Serve as the Senior Grants Management Specialist with specific duties and responsibilities that include the analysis of the implementation and administration of rail financial assistance programs. Such grants would include those of unique technical, financial, and institutional complexity.
  • Analyze complex applications for federal multi-billion dollar and highly complex grants for a broad range of Applications come from a wide variety of applicants, including state and local governments, government sponsored authorities and corporations, railroads and joint ventures.
  • Manage the establishment, oversight, maintenance and sunset of complex, multi-billion dollar grants and cooperative agreements.
  • Provides direction and guidance to grant recipients, sub-recipients, and other stakeholders on matters related to grant management to ensure efficient administration, cash management, internal controls, and prevention of waste, fraud, and abuse.
  • Provide oversight of the management and administration of FRA's grant programs. Directs the formulation, interpretation, and clarification of policies, instructions and procedures pertinent to the effective administration, management, and fiscal review of grants. Assess effectiveness of financial assistance programs, and development of recommendations for program improvements
  • Establish methods and practices to ensure grantees fulfill requirements of laws, regulations and formally established policies. Provide interpretation and clarification of rules, guidance, and other program related direction and notices.
  • Provide guidance, oversight and determine the need for and, formulates grants administration and financial policy, procedures, standards, and guidance applicable for FRA's financial assistance programs for passenger and freight rail.
  • Communicate technical assistance of FRA financial assistance programs to potential applicants and other stakeholders.
  • Individually or as a member of a task group, conduct studies to develop ways and means for improvement of administrative and management procedures and to improve and strengthen FRA grant program management.
  • Serve as a Contracting Officer's Representative (COR) in carrying out delegated responsibilities for the technical and fiscal oversight/management of assigned grants, contracts, and subtasks.

The ideal candidate has experience managing Federal financial assistance programs and activities related to intercity passenger and freight rail services.

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications requirements.

To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include:
  • Experience managing financial assistance programs or and activities related to intercity passenger and freight rail services.
  • Experience providing a high level of customer service, guidance and technical assistance to support grantees' efforts to fulfill requirements of laws, regulations and formally established policies.
  • Experience providing authoritative advice to grantees on developing project/program applications, creating acceptable statements of work for funded projects, adhering to federal guidelines for agreements with stakeholders such as localities and private railroad companies, and fulfilling all other program requirements, such as grant closeout.
  • Experience in providing advice to employees and managers of policies and procedures, and explain problems related to financial grants management activities, processes and systems.
  • Experience using automated financial management, budgetary and grant management systems to resolve issues, develop and analyze miscellaneous reports, manage federal grant resources and develop recommendations for any needed system and/or business process changes.

  • Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
