A Lead Instructional Systems Designer/Trainer:
  • Serve as lead instructional designer for in-person instructor-led and web-based training classes, events and activities; determine training methods to be used and design comprehensive and thorough training initiatives and material to include: instructor-led classes (instructor guide, participant guide, PowerPoint, etc.); online training modules using various software including but not limited to Articulate 360, Vyond, Camtasia, etc.; job aids, quick reference guides and on-line assessments/evaluations.
  • Lead collaboration efforts with SMEs, senior leadership and training professionals to identify training delivery methods, formatting, content, design and development.
  • Identify processes that may be improved through automation using technology platforms.
  • Lead and oversee the design and development of multimedia (audio, visual, interactive) training, education and support content for deployment to web-based platforms. Ensures that training is conformant and compatible with learning management system (LMS) requirements and conforms to standards for compliance with Section 508 of the Rehabilitation Act of 1973. Serves as subject matter expert in troubleshooting user issues related to content deployed to technology platforms, such as a learning management system.
  • Use strong facilitation and presentation skills for instructor-led, virtual and web-based training sessions with individuals and groups in a virtual, computer laboratory setting and standard classroom. Ensures that training is delivered in accordance with established policy, procedures and schedules.
  • Propose, create and maintain automated and manual records of employee training in accordance with office procedures, assuring accuracy and timeliness.
  • Participate in the development of training policies, procedures and other documentation. Identify the need for updates and/or revisions based on regulatory guidance.
  • Establish prioritization of ISD projects, oversee the development of project plans, identify potential barriers to meeting project milestones and develop strategies to resolve problems.
  • Initiate, plan and manage special projects for internal and external partners. These projects include but are not limited for developing and facilitating multimedia-based training on PSA programs to external criminal justice agencies such as the District of Columbia Metropolitan Police Department (MPD), or officers of the court.
  • Manage mandatory training and assigned developmental programs.
  • Provide oversight of the proper application of state-of-the-art training methods and techniques and the use of computer-based training and other technology-based training methodologies; oversees the utilization of technology in monitoring training plans, schedules, budget, and other information needed for management of and decisions on training. Ensures ISD staff remain current in industry trends, advancements, and technologies that allow for the development of interactive and engaging instructional design.
  • Provide guidance to ISD staff working with managers and supervisors to identify and recommend training and developmental interventions to meet identified needs. Identifies future software and technological tools and associated funds needed to support learning and development initiatives. Monitor and recommend action on expenditures.
  • Oversee the coordination of contractor-provided training; develop statements of work and other pre-award documents; evaluate contractor performance and works with the Contracting Officer to resolve any identified performance or other issues.

    To qualify, you must have one year of specialized experience equivalent to the next lower grade level.

    Specialized experience is defined as the instructional design and development of instructor-led courses, online training courses, using authoring tools, managing complex projects and delivering training in the classroom.

    In addition to meeting qualifications, your application package must reflect the applicable experience to meet the Individual Occupational Requirements for the 1712 series.

    1. Undergraduate and Graduate Education: Major study -- education or a subject area related to the position to be filled; OR

    2. Experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction.

    Examples of qualifying specialized experience include:

    - Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s).-Supervising or administering a training program.
    - Development or review of training/course materials, aids, devices, etc., and evaluation of training results.
    - Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis.
