Summary

The primary purpose of this position is to provide professional civil engineering advice and guidance on the planning, designing, constructing, expansion, rehabilitation and/or re-purposing of existing and/or new structures and facilities. Projects/work supports the implementation of park asset and development management plans with the goal of improving visitor experience and protecting and restoring natural resources.

Responsibilities

  • Provides civil engineering expertise to perform or direct design, construction, operations and maintenance of park facilities.
  • Provides engineering and other technical liaison between the park, the Denver Service Center, outside agencies such as the Federal Highway Administration, and others regarding technical matters on planning, design and construction projects. Performs, or directs the performance of in-house designs, coordinating with other technical specialists to ensure building systems and infrastructure are in compliance with applicable standards.
  • Prepares, or directs the preparation of construction documents for advertised or negotiated procurements.
  • Serves as the Contracting Officers Technical Representative on various projects.
  • Conducts meetings with appropriate park staff and contractors on project specifications, details and park rules.

You will also submit a photocopy of your valid State issued driver's license prior to your first official motor vehicle operation, and again every year, or more frequently if management determines such need exists. Lastly, you may be required to submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that discloses all valid driver's licenses, whether current or past, possessed by you.   • You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided.
  • You may be required to work on-call, evenings, weekends, holidays, overtime and shift work.
  • If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period.
  • You will be required to complete a Confidential Financial Disclosure Report, OGE-450 on an annual basis.
  • Applicants must be at least (1)18 years old or (2) at least 16 years old and: (a) Have graduated from high school or been awarded a certificate equivalent to graduating from high school; or (b) Have completed a formal vocational training program; or (c) Have received a statement from school authorities agreeing with their preference for employment rather than continuing their education; or (d) Be currently enrolled in a secondary school and either work only during school vacation periods or work part-time during the school year under a formal student employment program.


Qualifications

All qualifications must be met by the closing date of this announcement-04/09/2021-unless otherwise stated in this vacancy announcement.

Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience.

To qualify for this position at the GS-12 grade level, you must possess the following minimum qualifications by close of the announcement:

EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: Professional experience working with reference standards, policies, principles, and regulations; serving as an expert engineer in the design construction and renovation of projects; evaluating and analyzing data, development concepts, recommending solutions to problems related to highly visible and design issues; planning and monitoring projects to ensure compliance with practices, standards, and specifications; identifying project requirements (for example, scope, time, cost and quality); communicating technical information orally and in writing. You must include hours per week worked.
To qualify for a Civil Engineer, you must meet one of the following basic requirements:

Have successfully completed a full 4-year professional engineering curriculum, leading to a bachelor's or higher degree in engineering from an accredited college or university that has an engineering curriculum accredited by the Accreditation Board for Engineering and Technology (ABET).

OR

Have successfully completed a full 4-year professional engineering curriculum leading to a bachelor's or higher degree in engineering. The curriculum included differential and integral calculus and courses in five of the following seven areas of engineering science or physics (more advanced than first-year physics and chemistry): (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics

OR

Have successfully passed the Engineer-in-Training (EIT) examination AND completed of all of the requirements for a bachelor's degree in engineering technology (BET) that included 60 semester hours of courses in the physical, mathematical, and engineering sciences as listed above.
OR

Be a registered Professional Engineer in a state in the U.S., the District of Columbia, Guam, or Puerto Rico. My registration is based on passing a written examination given by the State Board.

OR

Have completed at least 60 semester hours of courses in the physical, mathematical, and engineering sciences that included courses as described above, and are acceptable toward a degree in professional engineering.

OR

Have a combination of education and experience. Have successfully completed a 4-year curriculum leading to a bachelor's degree in engineering technology or in a related scientific curriculum such as physics, chemistry, architecture, computer science, mathematics, hydrology, or geology. Additionally, your work experience includes one or more years of professional engineering experience acquired under professional engineering supervision and guidance.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

Physical Demands: Most work is sedentary with occasional physical activity (walking, climbing, bending, and stooping) during field surveys or the inspection of existing building and structures.
