Responsibilities

As an Instructional Systems Specialist, you will:

-Serve as consultant and technical expert in instructional systems design, adult learning theory, principles of education and training, concepts of blended learning, micro-learning and other innovations in learning and instruction as strategies for designing instructional and training delivery systems.

-Analyze the training program for the Office of Housing determining instructional soundness of design, development and selection of suitable learning instruments, materials, and resources for Housing employees in Headquarters (HQ) and the Field.

-Perform training analyses (including but not limited to, needs analysis, task analysis, audience analysis and occupational analysis) to determine trends and root causes for gaps in performance or desired outcomes.

-Monitor existing and proposed courses for application of the most appropriate technology, blended leaning techniques and innovative approaches available for effective and efficient course design.

-Provide advice and guidance to subject-matter experts, instructors and others participating in designing and developing Housing instructional products and materials.

The Office of Housing provides vital public services through its nationally administered programs. It oversees the Federal Housing Administration (FHA), the largest mortgage insurer in the world, and regulates important parts of the housing industry. The Office of Housing also helps ensure consumers can access housing counseling and provides affordable rental housing through its Multifamily housing program. The Office of Housing is committed to helping all Americans obtain safe, decent affordable housing.

The Office of Housing Operations supports the infrastructure for the Office of Housing. Housing Operations provides resources and services that are essential for Housing's program offices to meet the goals, objectives, and mission of the Federal Housing Administration (FHA). Housing Operations also acts as the principal advisor to the Assistant Secretary for Housing-Federal Housing Commissioner and the General Deputy Assistant Secretary for Housing-Deputy Federal Housing Commissioner, taking a leadership role on various Housing matters.

The official duty station for this position will be in Washington, DC. Failure to report to duty at this location may be grounds for a disciplinary action, including removal.

Qualifications

You must meet the following requirements by the closing date of this announcement.

Specialized experience: For the GS-13 you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position is defined as working with instructional systems design and development methodologies and principles to create and conduct training needs assessments to determine the requirements for either revision of instructional systems or the development of new training materials. Examples of such experience may include:

- Developing training or instructional materials based on an agency's educational theory and emerging instructional technologies; OR
- Providing technical advice, guidance and recommendations to management and other key officials on training and developmental design.

Education

Education Requirements:

Degree: that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas:

1. Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material.
2. Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness.
3. Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments.
4. Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training.
5. Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software.

The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.
