Responsibilities

As a SECURITY SPECIALIST, GS-0080-12, your typical work assignments may include the following:
  • Independently support the Director of Security in providing a robust security program that reduces risks to three separate USTR facilities, information, employees, and visitors, all while delivering innovative security solutions for emerging threats.
  • Perform physical security, education and awareness, information security, operations security, emergency preparedness and Continuity of Operations (COOP) planning and execution.
  • Participate with the Director of Security in planning, developing, and implementing security services and programs involving information security at USTR.
  • Serve as the coordinator in the development of advanced security planning, implementation, and execution of senior leadership's local, domestic, and international travels.
  • Carries out USTR's Classified National Security Information and Sensitive Compartment Information (SCI) policy as it relates to personnel and physical security within the agency.

  • Status candidates must meet time-in-grade requirements (52 weeks at the next lower grade level).
  • Required to obtain and maintain a Contracting Level II within 24 months.
  • Required to complete a Confidential Financial Disclosure Report, OGE-450 annually.

Qualifications

MINIMUM QUALIFICATION REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the OPM Qualification Standards.

This position has a Selective Placement Factor that must be met in order to be considered for the position:

I have experience in developing, implementing, monitoring policies, instructions, and procedures related to protecting all types and levels of Classified National Security Information to include managing specialized security programs such as Sensitive Compartmented Information (SCI) and Sensitive Compartmented Information Facilities (SCIFs).

SPECIALIZED EXPERIENCE: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector.

You may qualify at the GS-12 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-11 grade level in the Federal service or equivalent experience in the private sector that demonstrates a wide range of security concepts, principles, and practices to analyze and resolve difficult and complex security problems in the areas of physical security, personnel security, operational security and information security. Specialized experience must reflect all of the following: 1) Instruction of security education training and awareness; 2) Emergency management and COOP planning; 3) Application and implementation of Sensitive Compartment Information (SCI) procedures; 4) Development and maintenance of methods to enhance physical protection; and 5) Assessment of the reliability, loyalty, suitability and trustworthiness of persons who have access to sensitive or classified information.
