Responsibilities

As a Mathematical Statistician, you will:
  • Initiate, plan, and assist with research, statistical, and empirical studies of current financial conditions of FHA that include assessments of the adequacy of existing programs; and the analysis of complex problems of a financial, economic, or mathematical statistical nature.
  • Assist with the development of mathematical and econometric models for in-house reviews of FHA programs and for identifying emerging trends or risk factors affecting the performance of FHA programs.
  • Perform mathematical analysis related to economic, financial and risk assessments and audits of various FHA programs by Federal oversight entities, such as the Office of Management and Budget, the General Accounting Office, the Office of the Inspector General, and the Congressional Budget Office.
  • Collaborate with colleagues within and outside of the Office to monitor and assess the significance of current and future financial, economic, political, and technological developments, occasionally under tight time constraints.

The Office of Housing provides vital public services through its nationally administered programs. It oversees the Federal Housing Administration (FHA) , the largest mortgage insurer in the world, and regulates important parts of the housing industry. The Office of Housing also helps ensure consumers can access housing counseling and provides affordable rental housing through its Multifamily housing program. The Office of Housing is committed to helping all Americans obtain safe, decent affordable housing.

The Office of Risk Management and Regulatory Affairs was established by Congress on July 28, 2010 under the Federal Housing Administration. The purpose of the office is to cultivate, optimize and execute risk management strategies by identifying risks, ensuring regulated compliance is met, and promoting a risk-conscious climate in a manner consistent with the mission and vision of Federal Housing Administration.

The official duty station for this position will be in Washington, DC. Failure to report to duty at this location may be grounds for a disciplinary action, including removal.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

Specialized Experience:

To be qualified for this position at the GS-11 level, you must have at least one year of specialized experience equivalent to the GS-09 level. Specialized experience for this position is defined as:

- Integrating, analyzing, and presenting data using statistical analytical techniques in presentations, publications or reports; AND
- Applying and using statistical software (e.g., SAS, SPSS, STATA, R or comparable statistical packages for research).;

OR

- Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree;

OR

- Combination of experience and education: You may qualify on a combination of education and experience. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. Only graduate level education in excess of the first 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education.



Time-in-Grade:
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-11, you must have been at the GS-09 level for 52 weeks.

Time After Competitive Appointment:
Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.

Education

You must meet the minimum basic education and/or work experience requirements for the professional mathematical statistician series in the federal government. (Attach a copy of transcript(s) or a list of college courses designating semester or quarter hours earned to ensure proper credit.) The Individual Occupation Requirement for this position is as follows:

A. Degree: that included 24 semester hours of mathematics and statistics, of which at least 12 semester hours were in mathematics and 6 semester hours were in statistics.
OR
B. Combination of education and experience - at least 24 semester hours of mathematics and statistics, including at least 12 hours in mathematics and 6 hours in statistics, as shown in A above, plus appropriate experience or additional education.

Evaluation of Education:
Courses acceptable toward meeting the mathematics course requirement of paragraphs A or B above must have included at least four of the following: differential calculus, integral calculus, advanced calculus, theory of equations, vector analysis, advanced algebra, linear algebra, mathematical logic, differential equations, or any other advanced course in mathematics for which one of these was a prerequisite. Courses in mathematical statistics or probability theory with a prerequisite of elementary calculus or more advanced courses will be accepted toward meeting the mathematics requirements, with the provision that the same course cannot be counted toward both the mathematics and the statistics requirement.

Evaluation of Experience:
The experience offered in combination with educational courses to meet the requirements in paragraph B above should include evidence of statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying known statistical techniques to data such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.
Without other indications of statistical experience, work required in the processing of numerical or quantified information by other than statistical methods is not considered appropriate qualifying experience. Examples of such nonqualifying work include statistical clerical work; statistical drafting; calculation of totals, averages, percentages, or other arithmetic summations; preparation of simple tables or charts; or verification of data by simple comparison or proofreading.
