Summary

This position is located in the Office of Congressional Relations (CR). CR fosters and maintains liaison with congressional committees, Members of Congress, Officers of the Senate and House of Representatives, and congressional staff. It keeps the Comptroller General and GAO staff informed of significant developments in the Congress. It helps assure that GAO products (e.g., reports, testimonies, budget reviews, legal opinions, bill comments) are delivered in a timely and useful manner.

Responsibilities

  • Leads and coordinates special projects as needed, including coordinating and drafting Congressional Relations' Annual Performance and Accountability Report submissions and supporting teams in identifying and tracking legislative accomplishments.
  • Works with the Learning Center (LC) to manages and updates the content of Congressional Relations' LC courses and develops new courses, as appropriate.
  • Leads a range of internal Congressional Relations administrative tasks, including internal control reporting requirements, serving as the telework coordinator for CR, and serving as the backup for the Congressional Relation MD on selected administrative tasks.
  • Review and research complex pieces of legislation to identify the scope, impact, and importance of the legislation to agency programs that are either being evaluated or of particular interest to the GAO.
  • Fosters and maintains productive working relationships with Congressional Committee and Member staff and represents the GAO to Congressional Committee and Member staff and Members by communicating the status, issues, sensitivity, information gathered, and importance of engagements undertaken by GAO personnel.
  • Serves as a technical expert in preparing, advising, and guiding GAO employees that are tasked with serving as witnesses to the Congress; or employees sought to brief on the findings, accuracy, completeness, and methodology of analysis used in a GAO product.
  • Provides technical insight and expertise regarding GAO engagements (i.e. status, deliverables, reporting) to Congressional committee staff and members; and interfaces with engagement personnel to track, manage, and ensure that GAO's reports adequately and sufficiently address the concerns of the Congress.
  • Communicates highly technical and sensitive policies, protocols, and procedures used by the Congress and GAO to exchange or request information to agency personnel.
  • Provides oversight and guidance of engagements that are of particular interest to the Congress. This requires communicating with mission staff at all levels to help ensure that specific data, research, calculations, or analysis is performed and communicated by analysts to provide Congress with the highest quality objective information and insight on the performance of government funded programs.
  • Oversees the receipt, assignment, and management of congressional requests and mandates directed by the congress to GAO; and ensures that any issues impeding the quality, deliverability, and response to congressional requests is resolved.
  • Reviews the accuracy and completeness of "report packages" prior to submission to the Congress thereby ensuring that specific data or information elements related to the Congress are captured.

Qualifications

Applicants must have 1 year (52 weeks) of specialized experience at the next lower grade/band equivalent to the PT-II (PE-IIB, CS-II) or GS-13 grade level in the Federal service. Specialized experience for this position is defined as demonstrated expertise in providing advice and having interaction with Congressional Committees and Members and with their staffs on a diverse range of matters. Experience must also demonstrate expertise with Congressional Rules and procedures, legislative dynamics, and identifying issues of sensitivity to the organization, Congress, or both; AND analyzing and evaluating the effectiveness of administrative services and staff resources.

  • Expert knowledge of qualitative and quantitative analytical and evaluation methods and techniques for analyzing the effectiveness of administrative and technical programs in order to identify and advise on programs and initiatives, and analyze CR's overall strategic plan.
  • Knowledge of Congressional Committees, key staff, agendas and procedures necessary to facilitate congressional outreach, facilitating transitions and continuity of operation during staff changes within the Congress.
  • Ability to communicate clearly and effectively, both orally and in writing, to develop and/or present complex ideas and options, deliver briefings, project papers, staff reports, and correspondence to managers that explain technically complex matters in terms appropriate for the audience. By way of definition, oral communication may include methods used by employees with disabilities such as sign language interpretation, text-to-speech or TTY technology, and amplification devices.
  • Demonstrated knowledge serving as an expert in GAO operational techniques, procedures, policies, and methodologies for gathering information that is submitted to the Congress and their staff; sufficient to provide insight, guidance, and direction regarding the agency's position during engagements.
  • Demonstrated ability to track and communicate the status of GAO engagements to the Congress.
  • Mastery, in communicating highly technical policies, protocols, and procedures to Members of Congress and Congressional staff and to agency personnel that work closely with the Congress; and adept at providing oversight to engagement teams work with congressional staff.
