Manager, Reporting & Analytics Marketing Statement:

The Washington Metropolitan Area Transit Authority Office of Accounting is seeking an experience data and reporting analytics manager to support the Office of Accounting's reporting, analytics and monitoring processes. The position requires strong analytical, problem solving, and report writing skills to develop dashboards; streamline reporting; automate manual processes; and implement analytic techniques to identify transactional trends, data inaccuracies and anomalies, and potential fraudulent activities.

The ideal candidate will demonstrate core knowledge and hands-on experience using integrated ERP systems and Business Intelligence analytical tool sets, inclusive of COGNOS, coupled with demonstratable knowledge of Accounting principles needed to support the department's diverse analytical and reporting needs.

Minimum Qualifications

Education
  • Bachelor's degree in Accounting, Information Systems Management/ Computer Science, Economics, Data Science, Statistics, Applied Math and/or Data Analytics or a related field

Experience
  • Minimum of six (6) years of Developer's experience with IBM COGNOS Analytical solutions, can create dashboards for Accounting related processes; including Payroll and Accounts Payable to include gathering, analyzing and processing model data and analyzing large volumes of structured and unstructured data. Preparing and presenting data in the established form (graphs, charts or tables) for decision maker and problem solver, to include supervisory experience.
  • Minimum of four (4) years of experience in descriptive and statistical language, with advanced understanding of current industry analytics tools; skilled in reporting and data visualization software with solid presentation skills; experience in SQL programming; and specialized experience in data analytics and reporting, creating dashboards, and using Cognos 11.0 developer

Summary

The Manager Reporting and Analytics performs as subject matter expert (SME) in the areas of financial and/or accounting metrics reporting, and advanced and predictive analytics for Accounting business processes. The scope encompasses accounts payable, payroll, accounts receivable, financial reporting, and asset management. The incumbent determines how to best leverage a variety of internal sources of information to produce actionable and relevant content. The incumbent determines and implements effective processes for acquiring, compiling, analyzing, presenting and distributing information in a variety of formats, tailored to best meet the needs of Accounting (ACCT) leadership and staff personnel. The Manager Reporting and Analytics interacts with ACCT management to define and capture ongoing data and analytical needs, identifies relevant metrics, and determines the most effective way in which to present information to support business strategies and activities.

A key focus for this position is to develop, improve and/or refine current metrics reporting processes and quality standards. The position requires the design and implementation of a system of metrics, reports, and analytics to enhance business decisions using predictive analytics techniques supporting Accounting wide planning initiatives.

Essential Functions
  • Proactively supports and consults with the ACCT leadership team and their key organization stakeholders. Builds strong and trusting internal customer relationships to assist with understanding and defining strategic objectives leveraging the use of ACCT Data Analytics. Works with Accounting leadership and department management to develop and define an analytical roadmap identifying the key data elements and metrics needed to report on, highlight and identify anomalies in business performance, to include predictive analysis, interactive business dashboards and key financial system modules reporting metrics.
  • Leads a team of analysts to ensure analytical reports and metrics are comprehensive and timely and provide effective review and analysis of the business trends targeted. Advocates and implements appropriate refinement of the analytics and reporting views according to management's goals and objectives to ensure accuracy and effectiveness of presentation. Ensures regularly scheduled dataset deliveries to customers are accurate and timely. Manages regular production of these items. Establishes Quality Control (QC) processes for all production reports and datasets that include periodic peer review and management final review for accuracy and usefulness.
  • Coordinates ad hoc requests from customers and partners, and ensures requests are fulfilled accurately and in the agreed upon timeframe. Negotiates agreed delivery and content expectations with clients. Gains support from other available resources to ensure customer needs are being met. Ensures appropriate QC processes and documentation standards are followed
  • Creates and oversees ACCT data integrity and quality program to ensure accuracy in the decision-making process. Defines, communicates and ensures compliance with ACCT reporting quality standards. Serves as an ACCT subject matter expert on data governance. Provides expertise as it relates to best practices and industry trends in data governance and data management strategies. Maintains consistent definitions of ACCT metrics-related language (metadata). Proactively identifies data that is inconsistent with business rules and reporting requirements.
  • Leads in the design and execution of projects related to reporting and data and participate in project work being led by others. Consults with ACCT leadership on advanced analytics and develop actionable, proactive metrics that drive forecasting capabilities and business strategic insights. Supports larger ACCT initiatives (e.g., succession planning, business transformation, performance metrics and management) by consolidating data, updating charts, and preparing/automating reports based on project requirements and/or business need.
  • Executes and/or leads projects through all key phases; needs assessment and prioritization, project sizing, task execution, customer and partner communication, draft iterations, user acceptance testing (UAT), and finalization/roll out. Keeps the ACCT management informed on progress and include them in key decision making where appropriate.
  • Ensures the necessary tools for data, reporting, and analytics are available and well supported, to include tools managed and deployed within the team, and tools supported and managed by other departments. A critical component is the management of strong working relationships with all internal teams. Documents Standard Operating Procedures (SOPs) for the production reports and datasets and ensure SOPs are kept current through a schedule of periodic updates and reviews. Ensures Reporting Catalogs are always up to date and available. Ensures reports and supporting documentation are maintained and available to the entire ACCT team and ensures all inactive and obsolete reports are archived appropriately.
  • Works with each team member to identify their responsibilities. Establishes goals for each team member for data assembly and review, production report delivery, ad-hoc report delivery, and project work where appropriate. Identifies opportunities for professional growth, provides regular feedback to teammates on their performance, recognizing outstanding performance and areas for improvement. Identifies ongoing training plans/needs and ensures the plans are executed as approved. Ensures cross-training of all team members on ACCT foundation data, key reports, and processes; provides back up for team members during times of high volume workload or when out of the office. Meets regularly with the team, ensures they are operating at peak efficiency, and keeps management informed on ideas for improvement and areas that require additional focus. Creates a team environment with strong communication, sharing of ideas, team cohesiveness, and customer service mindset. Identifies tool and/or equipment needs and works with management to obtain resources. May supervise lower level employees.
  • Maintains awareness of current trends in reporting and analytics tools and dashboard technology through classes, reading, CBTs or other mechanisms, to continuously increase both ACCT and ACCT application/tools knowledge.
  • Stays current on new methods and approaches to ACCT metrics, analytics, benchmarking.
