The Department of Public Works and Environmental Services (DPWES), a nationally accredited agency committed to building and maintaining safe, reliable infrastructure that improves public health and provides a high quality of life for residents, is seeking an experienced and innovative web/business intelligence developer to join our web services team. Working in an agile environment, maintain, update, design and implement new website features, enhancements, content, SharePoint systems and web applications to transform user experiences and ensure web services are useful, accurate, easy to use and navigate, attractive, dynamic, and interactive for our public and internal customers. Support data collection, perform statistical analysis, and possess the ability to visually express the results of data and analysis by producing business intelligence dashboards.

Essential Duties and Responsibilities:

  • Work directly across client teams and business analysts to understand functional requirements, contribute fresh ideas, and make recommendations regarding website design and web application solutions, and procedures.
  • Develop and redesign webpages to streamline our department's Internet and Intranet website presence, optimize user experience (UX) and employ Search Engine Optimization (SEO) best practices.
  • Quality Assure (QA) and test all content and services to confirm elements function correctly.
  • Support the senior web architect in designing and developing new web assets to optimize website function and user experience.
  • Identify areas of opportunity where the use of Drupal, SharePoint Online, and Nintex tools can be introduced or expanded to improve customer experience and service capabilities, and improve business operations process workflows by designing, proposing, and implementing solution recommendations.
  • In SharePoint Online environment, create and manage knowledge management sites leveraging the inherent features of SharePoint Online and Nintex to facilitate collaboration and automation to support work-from-anywhere.
  • Enhance and expand dynamic website functionality employing appropriate languages and tools (e.g., HTML, JavaScript, SharePoint Online and Microsoft Power Platform) to develop and deliver web applications and improve process workflows.
  • Design interactive Microsoft Power BI reports, dashboards, and apps to present complex IT system data in an easily digestible visualization format to enhance data-driven analysis and decision making.
  • As a Microsoft BI SME, coach and support users in using Microsoft Power BI to develop and publish reports and dashboards to perform self-serve analytics.

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Completion of an associate degree with course work in computer science or graphic arts; plus Internet/intranet experience that is demonstrated by the completion of at least two projects using platforms and technologies listed in the preferred qualifications section of the job announcement, or two years of ongoing Internet/intranet development or support tasks. An industry recognized certification may be substituted for some of the experience that is required.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:
  • Bachelor's degree or equivalent in computer science, information systems or similar technical discipline.
  • Demonstrated experience of current best practices in Drupal and SharePoint Online web services architecture/design, usability, and accessibility.
  • 4+ years in demonstrated experience in front-end web development languages (e.g., HTML, CSS, JavaScript).
  • Demonstrated experience developing websites as SharePoint Online site owner.
  • 2+ years in demonstrated hands-on experience developing Microsoft Power BI reports and dashboards to develop and share insights across an organization including use of DAX and Power Query (M).
  • 2+ years in demonstrated experience using Nintex Workflow Cloud and Nintex Forms for Office 365.
  • Demonstrated experience using Adobe Acrobat, and Adobe Photoshop.
  • Knowledge of Microsoft Power Platform technologies is a plus.
  • Knowledge of API or REST services integrations.
  • Familiarity with ADA compliance guidelines, and AP Style.
