Job Announcement

Manages the Regional Services and Center Operations Division of the Department of Neighborhood and Community Services, to include oversight of the management of programs, services, and community development efforts in all four Health, Housing and Human Services regional areas. Provides strategic direction in the development of regional responses to human services needs and opportunities through the operation of community centers, neighborhood centers, teen centers, senior centers, and community technology programs and the promotion of access to services, service integration, and community engagement. Responsible for the planning, implementation, and coordination of agency- and county-wide strategic initiatives to address identified population trends and to support community development. Aligns division efforts with agency and system priorities. Coordinates work of the division with other divisions, county and community partner organizations to ensure a systems approach to service planning and delivery. Provides leadership and ensures implementation of county, agency and divisional racial and social equity strategies. Identifies community trends and monitors division performance to ensure impact on targeted outcomes. Participates in the development of agency policy and provides technical leadership in the implementation of policy. Ensures adherence to established standards, procedures, and policies and formulates standards, procedures, and policies as necessary in response to new or changing factors. Provides analysis and input for preparation of the division budget, and monitors and manages revenue and expenditures. Oversees the evaluation of service delivery, and develops and monitors performance measures. Formulates administrative and operational strategies for customer satisfaction, program improvements and quality assurance. Provides assistance to managers in resolving employee discipline and other supervisory related issues and responds to customers, the community, county staff and leadership, and the Board of Supervisors and other elected officials about concerns and issues. Duties are performed under the supervision of and in consultation with the Deputy Director of the Department of Neighborhood and Community Services.

Leads the planning, development and coordination of strategic county and agency initiatives.

Establishes and supports partnerships within the county (public safety, schools, other human services departments, etc.) and with outside community leaders (faith, private organizations, other public organizations, etc.)

Facilitates civic engagement and promotes service integration throughout the entire Human Services system.

Initiates and conducts a needs assessment and resource analysis to identify the existing level of services provided and to recognize future needs.

Defines objectives and develops plans and projects, including an annual work plan, for the

effective use of resources; provides technical and administrative liaison between the community

-based groups and private industry.

Ensures the coordination of service responses with other human services agencies, businesses, and community-based organizations.

In coordination with other NCS Division Directors, manages workforce development efforts, and plans and coordinates neighborhood, regional, and countywide service planning, managing the integration of evidence based prevention and community practices within the service delivery partners model.

Required Knowledge Skills and Abilities

budgeting, accounting, and management analysis), and the ability to apply them in overseeing a variety of services;

Knowledge of Federal, State, and County laws and regulations affecting human services, and the ability to interpret and apply them correctly;

Skill in solving problems and resolving conflicts;

Ability to analyze data and draw sound conclusions;

Ability to develop and implement departmental goals and objectives;

Ability to effectively coordinate and implement departmental changes;

Ability to effectively manage, train and motivate employees;

Ability to plan, direct and coordinate the work of a large staff;

Ability to communicate clearly and concisely, orally and in writing;

Ability to develop and maintain effective working relationships with subordinates, coworkers,

County officials, public- and private-sector organizations, community groups, and the public.

Employment Standards

MINIMUM QUALIFICATIONS:
Graduation from an accredited four year college or university with a bachelor's degree in social services or human services, or with major course work in a specialty that confers within a community-based service delivery setting (for example, child development and family studies, education, public administration, recreation), or other related field; plus five years of professional experience in the social services, human services, or other community-based service delivery service or setting, including three years of experience supervising a major organizational unit of professional human service workers. A master's degree in an appropriate field may be substituted for one year of the required experience.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check, a credit history check, and a check of the child protective services registry to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:

  • A master's degree in public administration, public policy, recreation, education, social work, public health, or a related field.
  • Seven years of progressively responsible professional experience in related work.
  • Knowledge of the theories and best practices in the areas of: recreation; human services; education; collective impact; prevention; results-based accountability; community building and engagement; integrated service delivery; and inclusion.
Demonstrated experience in the following areas:
  • Program development, planning, management and evaluation of programs and services for youth and older adults;
  • Public Participation;
  • Performance Measurement;
  • Team Building and Group Facilitation;
  • Management and Supervision;
  • Developing and Monitoring Budgets, and Conflict Resolution.

    Ability to:
  • Communicate effectively both orally and in writing and using available technology and media tools to a range of audiences including department staff, senior County management, elected officials, partners, and the public;
  • Develop and manage relationships with a broad spectrum of partners;
  • Manage projects from conception to completion;
  • Build coalitions of support through negotiation and influence;
  • Work effectively independently and with groups.
PHYSICAL REQUIREMENTS:
  • Work is generally sedentary.
  • Employee may be required to do some walking, standing, bending, and carrying of items under 25 pounds in weight.
  • Ability to operate keyboard-driven equipment.
  • Ability to communicate verbally and in writing.
  • Sufficiently mobile to attend meetings at various locations and make presentations to county staff and community.
