Reporting to the Park Authority’s Director of Business and Administration, the IT Program Manager serves as a strategic partner with FCPA staff and other county business managers, operational system managers, and the agency’s Senior Management Team to achieve optimal cost/benefit balance of IT systems and resources in support of the Park Authority mission. The IT Program Manager also serves as branch manager over a group of specialized IT professionals and technicians; manages all IT strategic and administrative efforts (including budgets and resources) and program operations for a variety of functional areas; develops requirements and specifications for RFPs; and negotiates and manages contracts.

As the IT liaison with FCPA Senior Management, the FCPA functional team, Fairfax County Department of Information Technology (DIT) and other county agencies the person in this position investigates and analyzes IT issues and collaborates for solutions and develop short and long-term strategic visions and plans.

As the manager of the FCPA’s Automation Services Branch (ASB), the IT Program Manager provides oversight of the IT staff, and integration and serviceability of IT solutions and tangible resources including:
  • A wide range of off-the-shelf, customized, and specialized applications for recreation management; golf and tee sheet management; computer-aided drafting and design; agency internal use; geographic information systems (GIS); energy management; collection management; and asset management
  • 600 desktop and laptop computers
  • 100 point-of-sale (POS) workstations
  • Up to 2400 Active Directory domain accounts
  • Multiple Windows Server file and application servers
  • An IT helpdesk
  • A staff of IT professionals of various job classes


Illustrative Duties

Performs all required personnel, software and hardware planning and budgeting functions for assigned area;

Allocates staff for approved projects and system support;

Ensures compliance with policies, procedures, and standards for computerized systems and performs project and contract management duties as needed;

Plans, organizes, coordinates, assigns, and evaluates the work of a small subordinate staff;

Provides guidance, technical assistance, and training to subordinate staff through formal and informal evaluations;

Provides work related counseling as needed;

Provides opportunities for staff development;

Establishes task priorities among competing projects and maintenance requirements;

Provides direction to staff to ensure systems are enhanced and developed within budgetary and time constraints;

Approves work plans;

Reviews computer studies and documentation to ensure conformance with approved standards and that all studies consider all relevant technical, personnel, and organizational issues;

Prepares annual budget submission for operations, capital equipment, training, and other matters;

Reviews and authorizes expenditures;

Assesses staff training needs;

Prepares training plans for staff, allocates courses, and enrolls personnel in the most appropriate and effective courses;

Prepares project status and progress reports on all major assigned tasks;

Prepares correspondence, cost-benefit evaluations and the like;

Prepares requests for proposals for a variety of system projects;

Develops performance criteria and technical specifications;

Serves on selection advisory committees;

Prepares vendor proposal evaluation criteria;

Serves as contract project manager;

Assures contract provisions are met;

Introduces and evaluates new technology;

Participates in the development of long range system planning;

Develops and approves work plans for the development and enhancement of current and planned systems;

Establishes systems development schedules, priorities, and standards;

Confers with development staff to monitor development and maintenance projects;

Manages the development and implementation of new systems;

Evaluates computer hardware, software, and related information resource technology;

Recommends purchases as appropriate;

Confers and coordinates with agency representatives and user groups to solve problems and to determine system enhancement/development needs and requirement;

Serves on special committees and task forces as needed;

Undertakes special projects;

Keeps abreast of new technologies.

Employment Standards

MINIMUM QUALIFICATIONS: Any combination of education, experience, and training equivalent to the following:

Possession of a bachelor's degree in computer science, or closely related field; plus five years' experience in systems design, development, and maintenance in a large information systems environment, including supervisory experience.
CERTIFICATES AND LICENSES REQUIRED:
Valid driver's license.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check, a check of the Child Protective Services Registry, and a driver's license check to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:
Excellent written and verbal communications skills and demonstrated project management skills. Two years or more experience supervising subordinate staff. Proven leadership in applying in applying information technology tools to achieve agency strategic goals. Demonstrated expertise in creating and achieving system plans, in managing successful projects. Two years or more experience ensuring an organization’s compliance with the Payment Card Industry Data Security Standard (PCI DSS) and awareness of how PCI-DSS affects the systems and processes an organization employs. A thorough understanding of the Microsoft Office 365 licensing model and the uses and features of Microsoft Office 2016. Two years or more experience utilizing SharePoint Online to store, retrieve, search, archive, track, and manage an organization’s critical information. A demonstrable understanding of the features and uses of Windows Active Directory in controlling access to system resources by individual users or groups of users. Two years or more experience implementing and supporting point-of-sale (POS) applications. Three years or more experience studying, analyzing, and evaluating short and long-range IT-related system and application functional requirements. Three years or more experience forming or participating on teams to establish planning and implementation schedules, objectives, responsibility assignments, and timelines.
