Summary

This position serves at the pleasure of General Counsel. The incumbent will primarily be responsible for legal advice and counsel to officials of the DC Courts on a number of matters including, but not limited to employment law, contracts, rulemaking, and government authority issues.

Responsibilities

BRIEF DESCRIPTION OF DUTIES: The incumbent is responsible for resolving complex and difficult legal issues in the areas assigned. Resolution requires extensive research and analysis; interpretation of statutes, policies, and case decisions; and preparation of position papers and memoranda of law on questions concerning the DC Courts' legal responsibilities.

The incumbent may perform the following duties:
  • Conduct legal research, prepare memoranda or reports stating the facts and legal issues, justifying recommendations and conclusions.
  • Formulate and recommend plans, policies and operating methods which will provide effective resolution of disputes in legal matters, including administrative hearings, mediation, settlement discussions and litigation.
  • Review pending legislation and recommends the need for new or revised legislation.
  • Provide legal advice, training, and support to leadership on employment law issues, including performance and conduct issues; complaints of prohibited discrimination, harassment, and retaliation/reprisal; and prohibited personnel practices.
  • Represent the DC Courts in administrative and judicial proceedings, when necessary.
  • Serve as liaison between DC Courts and the DC Office of the Attorney General with respect to its representation of the DC Courts and DC Courts' employees in local or federal judicial proceedings.
  • Obtain guidance from the Government Accountability Office, the Office of Personnel Management, the Department of the Treasury, the Office of Management and Budget, and other agencies with respect to court issues. The subject matter of inquiries covers the full range of substantive and administrative issues affecting the operations of the DC Courts.
  • Advise on questions of law and administrative policy involved in the operations of the D.C. Courts and its contacts with other agencies, private organizations, and the public.
  • Serve as liaison between the DC Courts and various federal and District of Columbia agencies concerning issues involving the DC Courts' responsibilities to the public and its employees.
  • Serve as a legal advisor to various DC Courts'committees, as assigned.

Career Ladder Position: Promotion Eligibility - One year waiting period from JS-13 to JS-14 and two year waiting period from JS-14 to JS-15 Associate General Counsel.

Qualifications

Minimum Qualifications:

Grade 13: A Law Degree and active membership in the District of Columbia Unified Bar is required. Must have at least three (3) years of post-law school legal experience. Salary: $103,690-$134,798

Grade 14: A Law Degree and active membership in the District of Columbia Unified Bar is required. Must have at least three (3) years of post-law school legal experience and one (1) year of experience in employment law or litigation. Salary: $122,530-$159,286

Grade 15: A Law Degree and active membership in the District of Columbia Unified Bar is required. Must have at least three (3) years of post-law school legal experience and two (2) years of legal experience in employment law or litigation. Salary: $144,128-$172,500

The incumbent must be familiar with the District of Columbia Code, the rules of the D.C. Courts, and federal legislation, regulations and policies affecting the D.C. Courts.

Preferred Qualifications:

Experience in employment law and litigation is preferred.

Excepted Level Position: The incumbent serves at the pleasure of General Counsel.
