This position is located in the Architect of the Capitol, Office of the Chief Engineer. The Project Executive, Audit and Risk Management ("Project Executive") performs complex analytical work that supports the AOC's policies, operational procedures, and logistical management of major construction projects by the AOC and its contractors.

The Project Executive will perform activities that include but are not limited to system-wide management of oversight reviews by the Government Accountability Office (GAO) and the Office of the Inspector General (OIG), information flow within the AOC, and responsiveness to Congressional interest on project status as follows:

Project Assessment and Audit
  • Assists and coordinates studies and analyses of GAO and OIG audit issues which include specific AOC policies, programs, and internal controls. Actively participates in studies of strategic issues that have high visibility/high impact on AOC procedures and operations.
  • Plans and develops methodology and implementation of analyses to assess program effectiveness and project compliance with requirements.
  • Acquires and reviews technical and management data of logistical factors to assess operational effectiveness and evaluate approaches to problem resolution.
  • Reviews reports and validates the completeness, fairness, and accuracy of studies.
  • Liaises and participates as a key staff member in resolving issues with GAO and OIG auditors.
  • Serves as the assistant senior analytical authority and exercises coordination and review of the planning process to ensure maximum integration of analysis into procedures for designated projects.

Risk Management
  • Responsible for the ongoing assessment of project risks and successful risk response as well as monitors status and progress.
  • Recommends best practices in order to deliver projects within specified timeframes, budget, and quality requirements.
  • Monitors schedules and analyzes adjustment options.
  • Provides proactive risk abatement plans to allow project managers to optimize results by changing challenges into opportunities.
  • Develops scalable planning methods to prepare for and implement project risk management.
  • Assesses project risk for conformity to AOC policy and assists project teams in implementing risk management activities.

Data Management and Reporting
  • Provides management and program officials with information requested on various project funded operations.
  • Identifies, develops, and directs the implementation of strategic plans to respond to congressional oversight committee staff on project issues and initiatives of importance to the AOC.
  • Identifies and collects necessary data including legislative and program data and interviews with senior management, program officials, supervisors, employees, and supervisors.
  • Assists project teams in responding to GAO/OIG requests for data, information, and draft audit reports to ensure they accurately reflect cited criteria, and are accurate, complete, fair, and appropriately balanced.

Within the resume, candidates must demonstrate evidence of the specialized experience which relates to the Knowledge, Skills and Abilities required to successfully perform the duties of the position. Candidates for the GS-15 grade level must have at least 52 weeks of specialized experience equivalent to the GS-14 grade level in the Federal service. Specialized experience for this position must demonstrate all of the following:
  • Broad experience with audit standards and requirements as it relates to project management.
  • The ability to draft cohesive and effective audit responses.
  • Superior coordination, facilitation, communication, negotiation, and presentation skills.
  • The ability to strategically analyze and implement methods and techniques for risk mitigation and problem resolution.
  • Study and analysis of organizational policies, operational procedures, resources, and technical performance to ensure overall project/program effectiveness and regulatory compliance.
  • Evaluation of project control systems identifying vulnerabilities and recommending corrective courses of action.
  • Knowledge of the theories, concepts, principles, and practices of construction project management preferred.
