Summary

The Director, Diversity and Data/Analytics Division and Field Operations within the Office of Diversity and Equal Opportunity (ODEO) is responsible for directing, managing, and coordinating a wide-ranging portfolio of Agency-wide policies, programs, and processes relating to Diversity and Inclusion (D&I), Equal Employment Opportunity (EEO) programs as well as workforce demographic data and analysis.

Responsibilities

This position reports to the Associate Administrator for Diversity and Equal Employment Opportunity. The Director of Diversity and Data/Analytics Division and Field Operations:

- Serves as the principal advisor to the Associate Administrator for Diversity and Equal Employment Opportunity (EEO) matters concerning the achievement and management of a diverse and inclusive workforce.

- Participates in strategic planning, collaborative development of goals, milestones, and objectives, program evaluation, and continual development of procedures governing D&I programs and activities.

- Provides guidance and support to the NASA Centers' senior management teams, including Center Directors, Heads of Mission Directorates, Officials in Charge of Headquarters Offices, and others in planning, implementing, and evaluating programs and projects for D&I and to identify and remove barriers to EEO, including empowering the participation of historically underrepresented groups.

- Supervises NASA Center ODEO Directors and their staff.

- Works to ensure diversity management initiatives are aligned with agency goals and objectives, diversity issues are part of NASA's strategic and business planning processes, and leaders are evaluated on their efforts to empower diversity and inclusion.

- Participates in planning and directing functional assessments, training, briefings, and evaluations covering D&I program activities at Headquarters and at the NASA Centers.

- Provides coordination and liaison between NASA management and D&I program staff, various special emphasis groups, advisory groups, professional organizations, learned societies, and community leaders.

  • The individual selected will be required to file an 'Executive Branch Personnel Financial Disclosure Report (OGE-278) in accordance with the Ethics in Government Act of 1978.
  • Initial Senior Executive Service (SES) Career appointee is subject to a one-year probationary period.
  • Successful completion of a background investigation commensurate with the risk and sensitivity level of the position.
  • Successful completion of pre-employment and random drug testing may be required.
  • Must meet qualifications requirements by the closing date of this announcement.


Qualifications

You must have the skill and ability to perform the duties described above as demonstrated by progressively responsible supervisory/leadership experience, normally obtained over several years by serving in positions at the GS-15 level or equivalent.

To meet the minimum qualification requirements for this position, you MUST address each Executive Core Qualification (ECQ) and Mandatory Technical Qualification (MTQ) separately. If you fail to do so, your application will be rated ineligible. We recommend you provide two (2) examples of relevant experience for each ECQ. Responses to ALL ECQs must not exceed ten (10) pages; MTQ responses must not exceed one (1) page per MTQ. Please include your full name on all documents submitted.

If you are currently serving under a career SES appointment, are eligible for reinstatement into the SES, or have successfully completed a SES Candidate Development Program and been certified by Office of Personnel Management (OPM) you MUST address the MTQs, but do not need to address the ECQs.

MANDATORY TECHNICAL QUALIFICATIONS:

MTQ 1- Demonstrated leadership experience developing, implementing, and executing programs and policies related to Diversity and Inclusion (D&I), Equal Employment Opportunity (EEO), and data management and analysis using Business Intelligence (BI) tools to support organizational objectives and the advancement of a diverse and inclusive workforce.

If you meet the basic qualification requirements, your application will be evaluated based on your narrative statements addressing the ECQs and MTQs. Your application will then be referred to and evaluated by an Executive Resources Panel (ERP) and will be placed in one of the following categories: Not Qualified, Qualified, or Highly-qualified. Candidates may receive an interview and/or a reference check. The ERP will make a recommendation to the appropriate approving authority.
