The Senior Research Analyst shall conduct qualitative and quantitative program evaluation of military health care delivery of population health management programs, initiatives, and demonstration projects.

  • Perform quantitative analysis of health and survey datasets in support of studies, surveys, and evaluations.
  • Develop and refine programs using statistical software, including SAS and STATA, to manage large datasets. Tasks include coding, cleaning, data quality control and review, and merging files, etc., to prepare data for analysis.
  • Lead support on statistical, analytic, and methodological issues.
  • Analyze expected test data, determining appropriate test data elements and determining how test data will be used to create information used in evaluation reporting.
  • Work with staff and clients to design, implement, and produce analytical products, including reports, briefings, articles, and infographics, etc., focused on the health and healthcare of specific populations (e.g., veterans, service members, and military families).
  • Produce work that is considered technically in accordance with nationally recognized standards.
  • Contribute to or lead specific study tasks like survey design, sampling plans, data analysis, benchmarking, and in-depth evaluation of study findings and reporting.
  • Assist with the development of point papers, reports, supporting graphics, briefings, spreadsheets, and other formal documentation.
  • Communicate with management regularly and effectively to resolve work related issues.
  • Regularly advise team members on specific findings and recommend appropriate courses of action.
  • Ensure data quality through review and validation with source material.
  • Other duties as assigned

  • Ph.D. degree in a health services field, public health, health management, or public policy is required.
  • 5+ years of experience in directing projects of comparable technical and management complexity, related to health services research analysis, analytic data file construction, and preparation and presentation of final reports of findings.
  • 3+ years of experience and knowledge of TRICARE health plans, MHS data source systems, MHS strategy, DHA organization, and MHS markets.
  • Must have experience in conducting qualitative and quantitative program evaluation of military health care delivery of population health management programs, initiatives, and demonstration projects, etc.
  • DHA background check required.

Knowledge, Skills and Abilities
  • Experience in developing and analyzing complex survey data.
  • Demonstrated ability to develop a plan for the analysis of data, to ensure that statistical tests are used appropriately and that adequate resources are available to complete the analysis.
  • Demonstrated ability to manipulate and analyze data merged with administrative data to produce large data files in formats readable by a variety of statistical software, including SAS/STATA.
  • Working knowledge of data systems and data bases used by the Military Health System (MHS) and/or the Department of Veterans Affairs (VA).
  • Data Visualization and presentation experience using programs like Excel, Adobe InDesign, Illustrator, Tableau, and/or Visual Basic for Applications (VBA).
  • Experience producing professional work products like white papers, reports, and briefings using DoD survey data.
  • Experience with advanced quantitative analysis techniques and approaches, including regression, logit, and predictive models.
  • Ability, interest, and proficiency in teaching others analytic techniques.
  • Ability to maintain a high standard of quality assurance and attention to detail, including creating and implementing data quality control processes.
  • Ability to pass requirements, training, and forms per the DHA's Onboarding Checklist.
  • Possess strong problem solving and leadership skills.
  • Ability to multi-task in a high stress, performance-based environment.
  • Possess strong communication skills, interpersonal skills, and ability to maintain professionalism under pressure.
  • Ability to travel up to 10% as required.
