Land Development Services (LDS) is the steward of the county's land development and building construction codes and regulations, and its staff members embrace their essential role as "first preventers." Every day, through careful review, permitting and inspection of site and building construction, our staff protect the health, safety, welfare, and environment for those who live in, work in, and visit Fairfax County. Our department also serves as the gateway to much of the county's economic development, reviewing over 30,000 building and site plan submissions, issuing nearly 70,000 building permits, and conducting over 220,000 building and site inspections each year. Under the direction of the Director of Land Development Services (LDS), provides leadership and oversight for the approximate 65 person Site Review and Inspections Division (SDID), which oversees all regulated site development activity within the county. Resolves complex issues involving competing technical and value interests associated with private development projects. Establishes long-term strategies, goals and objectives to ensure that that SDID fulfills its regulatory obligation and functions as a key component of the county's economic development program. Oversees the review and inspection of all proposed site plans, subdivision construction plans and record plats to ensure consistent and timely application of all applicable codes, policies and procedures and federal and state laws (i.e., Subdivision Ordinance, Stormwater Ordinance, Zoning Ordinance, Public Facilities Manual, urban design guidance, VDOT Road and Bridge Design Standards). Promotes a project management approach to plan review and inspections, and collaboration and teamwork between plan reviewers and inspectors. Maintains positive working relationships with county leadership, private industry and the public. Serves as a key leader in the LDS organization and a member of the LDS Executive team. Promotes a smooth interface with other areas of LDS as well as other county agencies and departments. Position requires incumbent to operate a motor vehicle to drive to/from construction sites, offsite meetings, training and/or conferences.

Note: This position is considered "essential personnel" and will be required to report to work regardless of the emergency situation (weather, transportation, other disaster).

Employment Standards

EMPLOYMENT STANDARDS:
Any combination of education, experience, and training equivalent to the following:

Eight years of progressively responsible experience in the appropriate engineering field or environmental science field, two of which must have been in a supervisory capacity.

CERTIFICATES AND LICENSES REQUIRED:
  • Professional Engineer - PE
  • Driver's License
  • DEQ Erosion & Sediment Control Combined Administrator certification - completion of first required training class within 12 months of hire and certification required within 12 months of date of completion of first required class.
  • DEQ Stormwater Combined Administrator certification - completion of first required training class within 12 months of hire and certification required within 12 months of date of completion of first required class.

SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check, a credit check, and a driving records check to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:
  • Experienced in leading and/or managing a large organization.
  • Proven success in building and fostering business relationships.
  • Experienced in facilitating resolution of complex technical issues amongst external and internal stakeholders.
  • Experienced in contributing to strategic planning, business process improvement efforts and implementation, and change management.
  • Solid understanding of land development process.
  • Ability to negotiate, problem solve, and deliver creative solutions.
  • Prior experience working in or with local government.
  • Excellent verbal ad written communication necessary.

PHYSICAL REQUIREMENTS:
Work is usually sedentary; ability to operate motor vehicle, ability to climb stairs and traverse uneven terrain, ability to operate keyboard driven equipment. All duties performed with or without reasonable accommodations.
