Job Announcement

Recruiting for a highly skilled and passionate clinician with strong leadership skills to provide personnel management, program development, data analysis, and clinical supervision to the Emergency Services. Must be experienced in providing services to individuals with mental health/co-occurring/intellectual or developmental disorders in crisis. Requires advanced knowledge of mental health, substance use and developmental disabilities, manager must be skilled and creative in addressing complex situations and navigating available resources to be used in responding to individual in crisis. Understands the civil commitment process and applies that knowledge to work in partnership with individuals served, their families, hospitals, courts, schools, law enforcement, Fire and Rescue, and other human service agencies. Demonstrates strong skills in employee management of a multi-disciplinary team, teambuilding, development of a dedicated, results driven, and recovery-oriented workforce.

Illustrative Duties

  • Supervises day-to-day program operations;
  • Provides clinical management and senior clinical direction to the program and staff;
  • Establishes procedures for intake and assessment, service delivery, case management, record keeping, and the handling of clinical correspondence;
  • Leads clinical team meetings; Provides guidance and advises staff and clinical supervisors on difficult and complex cases, and provides policy guidance and interpretation;
  • Evaluates program to ensure effective and efficient service delivery and develops plans to address identified gaps in services;
  • Ensures that programs meet all agency, state performance goals and objectives, as well as compliance with all applicable licensing requirements, funding mandates, standards, and regulations;
  • Ensures that all programs are in compliance with documentation standards;
  • Ensures health and safety of all clients and staff, while following all federal, state, and local regulations and licensing requirements;
  • Prepares and/or supervises preparation of reports as needed;
  • Develops and implements new service initiatives and/or revises existing services;
  • Manages program budget including revenues and expenditures;
  • Examines and evaluates individual aspects of cases for program appropriateness;
  • Establishes and participates in case-oriented consultative and educative planning with community agencies, groups and schools;
  • Provides input to CSB Service Director on service policies and procedures and assists in program development;
  • Serves on committees formulating and implementing procedures for the provision of services from multiple service areas and/or human service agencies;
  • Represents program/ agency at meetings and activities with citizen groups and community agencies;
  • Participates in senior management team and committees;
  • Resolves complaints and human rights allegations;
  • Responds to reports of adverse incidents or emergency situations, and informs appropriate management personnel of action taken;
  • Ensures proper maintenance, safety and security of facilities;
  • Participates in planning, implementing and evaluating behavioral health contract services;
  • Participates in writing and developing grants.


Required Knowledge Skills and Abilities

  • Extensive knowledge of the principles, theories, and methods of the psychological and social development of the individual;
  • Knowledge of various behavioral health treatment and prevention strategies, methods, and techniques;
  • Knowledge of intake procedures, social history development, and interviewing techniques;
  • Knowledge of psychiatric, psychological, and/or sociological terminology and concepts;
  • Knowledge of alcohol and drug addiction and the physiological and psychological effects;
  • Knowledge of co-occurring developmental disabilities;
  • Knowledge of managed care and Medicaid requirements;
  • Knowledge of referral agencies and community resources;
  • Knowledge of budgetary procedures;
  • Ability to develop, coordinate, and manage behavioral health programs;
  • Ability to plan, develop, and evaluate a variety of evidence based service delivery options;
  • Ability to manage, train, and supervise a variety of clinical and support staff;
  • Ability to provide consultation in areas of clinical expertise;
  • Ability to compile and analyze data and draw sound conclusions;
  • Ability to develop and maintain effective working relationships with subordinates, co-workers, public and private sector organizations, community groups and the general public;
  • Ability to lead/motivate a workforce to achieve program objectives;

Employment Standards

MINIMUM QUALIFICATIONS:
Graduation from an accredited college or university with a master's degree in psychology, social work, or a related field, plus five years of related professional experience, of which two, years must have been in a supervisory role.

CERTIFICATES AND LICENSES REQUIRED:
  • Must be currently licensed to practice in the Commonwealth of Virginia in one of the following:
    • Licensed Clinical Social Worker,
    • Licensed Professional Counselor,
    • Clinical Psychologist,
    • Licensed Marriage and Family Therapist,
    • Licensed Substance Abuse Treatment Practitioner;
    • Clinical Nurse Specialist;
  • Valid Motor Vehicle Driver's license with fewer than six demerit points (or equivalent in another state) at time of appointment and maintained throughout employment with CSB.
  • MANDT Certifications within three (3) months of appointment and annually thereafter
Some positions within this classification will require additional certifications and licenses, as defined by the position description and posted in job announcements.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check, a Child Protective Services Registry check, a driving record check, and sanction screening to the satisfaction of the employer. A TB screening upon hire and annually thereafter.

Position requires shift work that includes some overnights, weekends, and holiday coverage. This position is emergency/essential services personnel. (Required to report for duty during inclement weather and/or other emergencies).

PREFERRED QUALIFICATIONS:
  • Currently certified as a Qualified Mental Health Professional - Adult (QMHP-A).
  • Specialized experience in crisis intervention and crisis stabilization.
  • More than two years experience in a supervisory role.
  • Current or prior certification as a Virginia State Pre-screener.
PHYSICAL REQUIREMENTS:
Ability to communicate clearly with others orally and in writing; make observations; use keyboard driven equipment; and read and interpret reports and records. Ability to run/climb several flights of stairs and lift up to 20lbs. Ability to drive to offsite meetings and trainings. All duties performed with or without reasonable accommodations.
