Summary

The Senior Systems Engineer will perform duties in designing, developing, constructing, and testing network systems in support of commercial and federal health care customers

Responsibilities
  • Create infrastructure, create, and apply test cases, and apply automation geared towards ensuring quality.
  • Design, develop, and document overall system requirements, supporting software system design, and architecture.
  • Leverage voice of the customer to shape system requirements, software systems design and implementation, and testing.
  • Interact with Scrum Master to ensure systems functionality remains in line with sprint goals and aid in replans as required.
  • Evaluate existing applications to determine technical changes, schedules projects, and resources, and monitor project timelines.
  • Work with a team of analysts or developers responsible for the organization's applications development and analysis function.
  • Execute feasibility researches and estimate project timeline and cost.
  • Manage subordinate staff in the day to day performance of their jobs.
  • Ensure that project/department milestones/goals are met and adhering to approved schedules and deliverables.
  • Focus on infrastructure updates and integration and participate in application updates, gap analysis, and data migration planning and validation.
  • Coordinate with customer's infrastructure team to deliver the following:
  • Solution design updates
  • Infrastructure build-out
  • Setup of middleware/ platform components, including database updates
  • Update core applications and connected systems
  • Participate in all levels of testing - unit, regression, and system integration, etc.
  • Other duties as assigned

Qualifications
  • High school diploma or GED required. Bachelor's degree preferred.
  • 7+ years of related work experience
  • Ability to complete initial phone screening prior to interview scheduling.
  • Experience must include the following: Java, J2EE, SOA services, Spring, Object Oriented Concepts, Data Structures, REST Services, Web technologies, and internet protocols.
  • Database driven application development such as Oracle, SQL, or schema design. HTML, AJAX, or SOA: SOAP/RESTful Services.
  • Secret clearance required

Knowledge, Skills and Abilities
  • Knowledge of health care information systems and federal health care systems is required.
  • Must have an excellent understanding of computer science fundamentals, data structures, algorithms, and software design.
  • Expertise required in object-oriented design methodology and large-scale application development in Java.
  • Excellent knowledge in practicing architectural and design patterns, open source platforms, frameworks, technologies, and software engineering methodologies.
  • Experience developing innovative solutions that meet organizational needs with respect to functionality, performance, scalability, reliability, realistic implementation schedules, and alignment to development goals and principles.
  • Knowledge of web services and SOA related standards, including REST/OAuth/JSON.
  • Knowledge of Windows and UNIX development environment and source code management such as Git and bug tracking.
  • Knowledge of Java application debugging and DB performance issues, IBM WebSphere, or other J2EE application servers.
  • Must have strong organizational skills with the ability to prioritize.
  • Ability to manage multiple tasks with time related constraints in a fast-paced enviroment.
  • Possess excellent written and oral communication skills.
  • Possess strong leadership and problem-solving skills.
  • Ability to self-start and work independently or as a team.
  • Ability to work Pacific time, nights, and weekends as requested.
  • Ability to travel up to 10% to Sacramento, CA as requested.
