Do you love city planning and buses? Do you like maps and finding the best route and the best schedule to get somewhere? Are you strong on details and comfortable giving a presentation? The Metrobus Operations Specialist needs all these skills. As the primary service planner and knowledge expert for Metrobus lines within an assigned sector, you will seek input from local jurisdictions, customers, and operations staff to make recommendations and prepare implementation plans on service and infrastructure changes for Metrobus. You should be comfortable analyzing performance data, estimating costs of service changes, and preparing detailed descriptions, maps and cost estimates for service. Your work will inform key decisions of the offices of bus operations and training, budget, EEO, marketing, and public relations.

Minimum Qualifications

Education
  • Bachelor's degree of Transportation, Logistics, Business Management, Urban Planning, or a related field
    • In lieu of a Bachelor's degree, a high school diploma or general equivalency diploma (G.E.D) and four (4) years of experience in bus operations planning, scheduling or bus service operations

Experience
  • A minimum of five (5) years of experience in bus operations planning, scheduling or bus service operations

Certification/Licensure
  • N/A

Preferred
  • Education
    • Master's degree in City Planning, Public Administration, or related field
  • Certification
    • American Institute of Certified Planners (AICP) Certification

Mission Essential Designation:
  • In accordance with the Washington Metropolitan Area Transit Authority's Continuity of Operations Plan (COOP) this job has been identified as critical to mission essential functions. Incumbents in this role may be required to report to or continue to work in the event of authorized office closings or service suspensions due to severe weather, natural disaster, fire, operational emergencies or related events.

Summary

The Bus Operations Specialist develops operating plans for Metrobus service to include bus route network design, service frequency, bus stop placement, bus shuttle service to replace Metrorail, and other operating details. The incumbent further analyzes and evaluates proposals to modify bus routes and bus service levels to increase productivity, improve safety, and address other operational concerns. In addition, the Bus Operations Specialist is accountable for bus service operations planning and has lead responsibility for the development, monitoring and evaluation of the bus service in one or more jurisdictions (DC, MD and VA)

Essential Functions
  • Prepares bus service plans for service changes including both temporary and long-term changes. Provides specific details to bus service operations staff regarding execution of the bus operations and/or service plans.
  • Develops recommendations for improving the efficiency and effectiveness of bus service as well as provisions for temporary service adjustments, including headway specifications and route restructuring based on analysis of ridership data, public input, input from operations staff and field observations.
  • Coordinates with jurisdictional staff, civic associations, customers, real estate developers, employers and consultants regarding Metrobus service adjustments and concerns.
  • Works with the Department of Bus Services (BUSV) to resolve operations problems and safety concerns involving bus service, to ensure continuous safe and efficient services.
  • Prepares bus service adjustment descriptions, analysis and justifications for internal staff as well as public hearing dockets and reports.
  • Works with the Offices of Customer Service, Communications, Marketing, and External Relations to inform the public about bus service adjustment proposals and both long-term and temporary bus service changes.
  • Prepares maps and information to support bus service plans for service changes including both temporary and long-term changes.
  • Prepares maps and information to support public outreach, as well as assist with public outreach activities for both long-term and temporary bus service changes.
  • Maintains bus planning files online to ensure that upcoming and current information is available for the Department of Bus Services on service plans, route descriptions, temporary service plans, and safety reviews.
  • Tracks operational problems and safety concerns raised by the Department of Bus Services. Analyzes and prepares supporting documentation to help resolve concerns.
