Position Information

Arlington County's Department of Parks and Recreation (DPR) is seeking a Senior Center Program Director to ensure the quality and content of programs through design, development, implementation and evaluation of a full range of programming for the 55+ Senior Programs at the Lubber Run Community Center. The Program Director will evaluate needs, develop programs, and analyze results in concert with the 55+ core program goals and elements. Additionally, this Director provides supervision to staff and volunteers, serves on interdisciplinary projects and teams, coordinates senior center activities and special events, schedules and spaces assignments for senior center programs and activities.

Specific duties:
  • Managing the daily operation of the 55+ Senior Center Programs, developing ideas and programs in concert with divisional and departmental objectives, evaluating needs of participants, and conducting program evaluations;
  • Supervising senior adult activities and center staff, managing volunteer work, implementing and encouraging team development, providing feedback and coaching, and completing performance appraisals for staff and volunteers;
  • Monitoring budget, documenting and tracking expenditures, maintaining inventories for equipment and supplies, ordering equipment, maintaining accurate participant budget records;
  • Maintaining service agreements with facility management, senior program partners and stakeholders, and ensuring set-up of rooms with equipment and supplies necessary for activities;
  • Performing administrative duties by submitting required monthly and quarterly reports, ensuring compliance with all County policies and procedures, managing membership registrations, renewals and class sign-ups, tracking social service information and referrals monthly, reporting equipment repairs, and maintaining records/files (accident/incident reports, volunteer records, etc.);
  • Developing and distributing marketing materials for programs, such as fliers, written descriptions for 55+ Guide, publicity materials, Center newsletters, calendars, and flyers, etc.;
  • Creating a setting that fosters senior empowerment, self-governance, risk taking and exploration of new roles for 55+ program participants, including cultivating appropriate leadership and volunteerism among seniors and other stakeholders;
  • Connecting the work of the advisory committee to the Senior Adult Council and to participants in the program along with identifying and cultivating new participant leadership and empowerment through advisory councils;
  • Practicing civic engagement by building community trust, establishing and actively supporting processes that engage a wide range of internal/external stakeholders to facilitate an open exchange of opinions from diverse groups, and effectively practicing established Arlington Civic Engagement Guidelines;
  • Providing excellent customer service to participants, colleagues and stakeholders while providing advocacy, education, resource referral, information for services requested and consultation through communication with staff and customers.

The successful employee is expected to demonstrate effective leadership by following County and 55+ Center professional standards of leadership such as showing respect, responding with sensitivity to individuality, developing nurturing relationships, building on individual strengths; including creating an atmosphere where different perspectives, opinions and positions are welcomed, encouraged, and fully explored. Additionally, must have strong administrative and interpersonal skills, technology proficiency, and strong communication skills.

Selection Criteria

Minimum: Bachelor's degree in Recreation, Gerontology, Adult Education or closely related field, plus one year of experience in the management of programs and activities in a senior adult and/or recreation setting.

Substitution: Additional education may be substituted for experience or additional experience may be substituted for education.

Desirable: Preference may be given to candidates with experience in one or more of the following;
  • Recreation program assessment, design, planning, implementation and evaluation;
  • Working with diverse communities;
  • Bilingual skills;
  • Developing and maintaining relationships with community organizations, service providers, citizens advisory groups and professional partners;
  • Proficiency in computer skills and office equipment, including Microsoft Office (Outlook, PowerPoint, and Excel).


Special Requirements

The applicant must possess, or obtain by the time of appointment, a valid driver license. The applicant must authorize Arlington County to obtain, or the applicant must provide a copy of the applicant's official driving record. Any offer of employment may be contingent upon a favorable review of the applicant's driving record.

Additional Information

Work Hours: Employee will work a varied schedule, 40 hours per week, to include daytime, evening (1 evening per week), weekend and/or holiday hours. Hours are adjusted and on a flex schedule basis.

The official title of this position is DPR Programmer I.

Permanent, Full-Time Appointments
All jobs are permanent, full-time appointments unless otherwise stated in the announcement. The following benefits are available:

Paid Leave : Vacation leave is earned at the rate of four hours biweekly. Leave accrual increases every three years until eight hours of leave are earned biweekly for twelve or more years of service. Sick leave is earned at the rate of four hours biweekly. There are eleven paid holidays each year.

Health and Dental Insurance : Three group health insurance plans are offered - a network open access plan, a point-of-service plan, and a health maintenance organization. A group dental insurance plan is also offered. The County pays a significant portion of the premium for these plans for employees and their dependents. A discount vision plan is provided for eye care needs.

Life Insurance : A group term policy of basic life insurance is provided at no cost to employees. The benefit is one times annual salary. Additional life insurance is available with rates based on the employee's age and smoker/non-smoker status.

Retirement : The County offers three vehicles to help you prepare for retirement: a defined benefit plan, a defined contribution plan (401(a)), and a deferred compensation plan (457). The defined benefit plan provides a monthly retirement benefit based on your final average salary and years of service with the County. You contribute a portion of your salary on a pre-tax basis to this plan. General employees contribute 4% of pay; uniformed public safety employees contribute 7.5% of pay. Employees become vested in the plan at five years of service. The County also contributes to this plan.

For general employees, the County also contributes 4.2% of pay to a defined contribution plan (401(a)) . The County also matches your 457 contribution, up to $20 per pay period, in this plan. The 457 deferred compensation plan allows you to set aside money on either a pre-tax (457b) or post-tax (457 Roth) basis up to the IRS annual limit. New employees are automatically enrolled with a pre-tax contribution equal to 2% of your base pay.

Other Benefits: The County also offers health, dependent care, and parking flexible spending accounts; long-term care insurance; tuition assistance; transit and walk/bike to work subsidies; a college savings plan; wellness programs; training opportunities; and a variety of other employee benefits.

Permanent, Part-Time Appointments:
Part time employees who work ten or more hours per week receive paid leave and benefits in proportion to the number of hours worked per week.

Limited Term Appointments:
Benefits are the same as permanent appointments except that the employees do not achieve permanent status.

Temporary Regular Appointments:
Temporary regular employees who work 30 hours or more per week are eligible for health, dental, and basic life insurance as described above. They are also eligible for vacation, sick leave, and paid holidays.

Temporary Seasonal and Occasional Appointments:
Temporary employees who work on a seasonal basis or variable hours receive sick leave, but do not normally receive other paid leave or benefits. Exceptions are noted in individual announcements.
