This position is located at Quantico, VA. Candidates selected for this position will serve as a Manager, Portfolio Management.

Major Duties

The Portfolio Manager Role aligns with organizational strategies and recommendations for the right programs and projects, prioritization of work, and the required resources. It balances conflicting demands between programs and projects by merging strategy development and strategy implementation.

The Manager, Portfolio Management serves within the Enterprise Information Technology (IT) Department and reports to the CIO. The Portfolio Management department is responsible for managing prioritization of IT portfolios, programs and projects, Project Management office, IT capex and opex budgets, resource and demand management, strategic alignment, change management, enterprise architecture and the IT Information Enclave. The Portfolio Manager will provide overall vision, direction, goals and operating practices for the Portfolio Management department.

Responsibilities:

  • Aligns resources with the strategic direction of the CEO/Director

  • Builds relationships and partners with functional and IT leaders across MCCS to develop a

    Portfolio Management strategy. Document the strategy and develop a Plan of Action and

    Milestones (POAM). Maintain and report against the POAM

  • Manages and oversees project management and deliverables for the programs, projects

    and or portfolios

  • Develops core project and program practices with a primary focus on driving business

    results through sound portfolio and project management and delivery of key projects

  • Ensures that projects follow the established methodologies and are auditable

  • Oversees and manages key cross-enterprise relationships

  • Facilitates the quarterly project financial planning process to include executive committee

    presentation with supporting documentation

  • Identifies, secures and oversees the appropriate level of project management resources

    for projects

  • Coordinates the execution of the major strategic projects of each program, working cross-

    functionally to assist with the management of risk, cost, quality, and rollout over the

    duration, assists with identifying and resolving concerns or blockers as they arise

  • Collaborates with business to lead change and optimize the business model through

    automation and packaged solutions.

  • Drives innovation and creative solutions that deliver business results while meeting IT

    operational and security guidelines

  • Implements and improves processes related to the company's portfolio, project and

    change management

  • Develops and implements project management best practices, metrics, theories and

    concepts and ensures that these practices are used among project teams.

  • Prepares and tracks budget and briefs the Information Technology Committee on the

    status of programs and projects.

  • Develops or procures tools, methodology best practices, and templates for project

    deliverables.

  • Measures and monitors team efficiency, productivity, and improvement opportunities

    through metrics.

  • Concentrates management of high priority projects in a support area that provides

    scheduling and central assistance.

  • Provides tools & techniques for project prioritization, mid-stream evaluation, and strategic

    alignment.

    Manages full time and contract personnel. Sets a high standard for collaboration within the team and across teams. Uses interpersonal skills to communicate clearly so that all other individuals can understand the importance of portfolio and project management and their roles in achieving proficiency. Motivates others through positive feedback and reinforcement. Ensures that team

members all feel that they actively contributing to the success of the entire group. Promotes and demonstrates a flexible, "whatever it takes" attitude that allows the business to achieve its goals. Manages change management and communication of changes to projects, the portfolio, their schedules and costs.

Monitors expenses of available resources to maximize effectiveness and ensure budgetary objectives are met. Manages the assignments of tasks by maintaining an awareness of skill sets and capabilities of resources available throughout DOD and other departments and agencies to make the best use of all resources. Effectively engages outside resources in order to obtain the highest quality resources and skills to keep projects and the portfolio within budget goals. Demonstrates an ability to move associates within project teams to maximize their abilities. Establishes an appropriate level of cross training to elevate effectiveness.

Qualifications

  • Bachelors' Degree in Information Technology or Business related field appropriate to the work of position AND 8 years of experience with portfolio and project management in a fast paced environment, with multiple stakeholder groups in a large, multi-team environment.

  • At least 5 years' experience in strategic organizational planning.

  • At least 5 years of progressively increasing experience managing technical and or

    business teams with proven results achieving project goals on time and within budget.

  • Minimum 5 years leading an enterprise Program Management organization in a $500

    million or larger organization.

  • Microsoft Excel, Microsoft Project, Microsoft Visio, and the ability to teach others to use

    these tools.

  • Strong written and verbal communication to all levels of the organization.

  • Mastery of the principles, methods, or tools for developing, scheduling, coordinating, and

    managing projects and resources, including monitoring and inspecting costs, work, and

    contractor performance.

  • PMI certification desired.

  • Working knowledge of information cyber security.

  • Experience with policy, process, procedure, and guideline development.

  • Extensive experience in developing plans and schedules, estimating resource

    requirements, defining milestones and deliverables, monitoring activities, and evaluating

    and reporting accomplishments and deficiencies, and resource alignment and balancing.

  • Experience with measuring and reporting project performance and supporting project

    administration, logistics, budgets, and operations to include analysis of project indicators

    and performance reporting.

  • Must have successfully developed, designed, and implemented an enterprise Program

    Management capability in a large, multi-function organization.

  • Must have successfully implemented an enterprise Project Management Office in a large,

    multi-function organization.

  • Must have successfully developed, designed, built, and implemented an IT governance

    process including project scoring and prioritization to effectively align programs and project

    with MCCS strategic goals as determined by key business partners.

  • Proven ability to understand and navigate through organizational politics in order to gain

  • key stakeholder buy in for new processes and methods.

  • Significant experience with Microsoft Project and Microsoft Project Server and its capability to align and balance resources

  • predict and program capacity and personnel time

  • detect and manage conflicts in capacity planning

Working knowledge of:

  • IT Infrastructure

  • Application Development and the Software Development Life Cycle (SDLC)

  • Asset and Inventory Management

  • Cyber Security

  • IT procurement and contract management

  • Budget development and management

    As an authorized and privileged user of Department of Defense Information Systems must possess or receive Information Assurance awareness by completing the Security+ Certification as a condition of access within six months of employment, and thereafter must complete annual Information Assurance awareness training.

    Eligible for incremental telework as determined by MR/MF policy.
