Job Details
Fairfax County is seeking an experienced and innovative leader to direct a nationally accredited Department of Public Works and Environmental Services (DPWES). The Director of DPWES leads a department with a workforce of approximately 1,060 positions, a $230 million operating budget, and an approximate $200 million annual capital improvement program. The Director serves as a member of the County’s Senior Management Team, representing DPWES with the County Board of Supervisors, County Executive, and Deputy County Executive. The position oversees development of business strategies to further DPWES strategic objectives, directs the development of environmentally and fiscally sound policies and procedures, and ensures DPWES strategic initiatives, policies, and programs are aligned with the department’s mission, vision, and values. The Director is responsible for leading four business areas: Capital Facilities, Solid Waste Management Program, Stormwater Management, and Wastewater Management.

Employment Standards
MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited college or university with a bachelor’s degree in engineering, urban and regional planning, business administration, public administration, or a related field; plus twelve years of progressively responsible public works and/or environmental services management experience, five years of which must have been in a supervisory capacity.
NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check and credit check to the satisfaction of the employer.
PREFERRED QUALIFICATIONS:
- Experience building and sustaining working partnerships with a broad spectrum of stakeholders.
- Demonstrated experience and ability to foresee and plan for emerging trends in technology, safety, and environmental regulatory requirements.
- Proven skills and experience in financial management and fiscal planning for a large organization with multiple budgets.
- A minimum of three years of experience as a senior leader working with various elected and appointed Boards, Citizen Advisory groups, and other constituencies.
- Demonstrated experience leading a talented and diverse workforce and creating a culture of collaboration.
- Senior management experience working with employees in collective bargaining agreements.
PHYSICAL REQUIREMENTS:
Job is generally sedentary in nature, however, visual acuity is required to read data on computer monitor. Incumbent must be able to operate keyboard driven equipment and to use other automated technology. All duties performed with or without reasonable accommodations.
