Summary

The Comptroller and Global Financial Services (CGFS) of the Department of State (DoS) is seeking a Payroll Specialist to provide payroll support and timekeeping services in the Post Support Unit (PSU). PSU has high-visibility and very important responsibility in providing Time and Attendance support services to participating overseas missions. The Payroll Specialist will work closely with client post personnel to accumulate and process the data for the post's American and locally engaged (LE) staff through the time and attendance software to the official payroll systems for payment on a bi-weekly basis. The incumbent shall primarily perform these services for the Director of the Post Support Unit - CGFS/S/PSU.

Prepares the bi-weekly payroll information by entering payroll data into the payroll system. Answers questions and requirements about payroll information. May maintain records on vacation, sick leave, etc. Typically reports to a Supervisor or a Manager.

Responsibilities
  • Work with embassy time coordinators and client personnel to accumulate and process data, maintain time and attendance records to ensure proper payments are processed on a bi-weekly basis.
  • Maintain the database for all employees working in various embassies. Serve as alternate timekeeper in the absence of regularly assigned timekeeper. Complete additional tasks as required by supervisor.
  • Respond promptly and accurately to requests and inquiries from customers, following up on incoming communications within two workdays. Maintain diplomacy during times of pressure. Strive to improve both internal and external customer satisfaction.
  • Work closely with CGFS payroll units in Charleston and Bangkok to resolve payroll discrepancies and issues for client posts.
  • Maintain on a regular basis, the data base of all employees working in the various posts in the document imaging system (DIS).
  • Work with supervisor and coworkers to ensure accounts and other assigned duties are covered by other staff / team members during leave time.
  • Demonstrate through successful execution of work processes that accountant understands and applies the Global Financial Services; ISO-9001 Quality Policy, Quality Manual, Quality Procedures, Process Definitions and Work Instructions applicable to the job.
  • Comply with all appropriate controls and procedures to protect organizational integrity and prevent unauthorized use or misappropriation of all classified and sensitive (but unclassified) material and equipment in assignment area(s); report instances of security violations/problems to the appropriate supervisory/management official; assume personal responsibility for safeguarding classified and sensitive (but unclassified) material and equipment within assignment area(s).
  • Extract payroll data and consolidate various reports as requested by supervisor and/or customers.
  • Comply with ISO-9001 requirements

Required Skills
  • Graduation from a two-year college and 8 years of equivalent work experience is required.
  • Experience supporting payroll and/or timekeeping for U.S. Embassies abroad
  • Experience with Word Processing computer applications and spreadsheets
  • Strong judgment and initiative
  • Experience with Time and Attendance (T&A) recording keeping.
  • Familiarization with DOS standard regulations, 3FAM and DOS Time and Attendance systems.
  • Exceptional written and verbal communication skills.
  • Ability to work in a close-knit team with a diverse, multicultural environment.
  • Significant experience with Microsoft office products (Word, Excel, Access, Outlook).
