Summary

The Program Specialist will support the CBP Watch's mission to provide vital services to CBP through incident and event information reporting and sharing, emergency management planning and response, and through personnel recovery preparation, education, and training. The Continuity Branch applies essential elements of continuity to the identification, prioritization, execution, and resiliency of CBP mission essential functions, necessary for uninterrupted operations during an emergency.

Responsibilities

  • The incumbent serves as a Program Specialist located within U.S. Department of Homeland Security (DHS), U.S. Customs and Border Protection (CBP), Operations Support (OS), CBP Watch, Continuity Branch.
  • This position serves as a Specialist and will provide technical support to the Emergency Notification System Program. Employees selected for this temporary assignment will perform the following duties, but are not limited to:
  • Documentation of lessons learned and ENS database management to include tracking progress, completion timelines, and establishing contractual level of efforts.
  • Coordinating and collaborating with internal CBP offices on ENS trainings, strategic communications, and daily operations.
  • Establishing standard operating procedures and training materials for ENS administrators and operators.
  • Conducting nation-wide remote training to headquarters and field administrators and operators.
  • Developing and coordinating program briefing materials related to ENS.

  • Required to hold and retain a Secret clearance.


Qualifications

Qualifications required:
  • Skills in developing new information materials aimed at enhancing employees' understanding and use of systems.
  • Extensive communication skills in writing a variety of documents and oral skills to foster collaborative working relationships with other staff and to work proactively to meet goals and objectives.
  • Comprehensive knowledge of database management and various information technology systems and software, to include the Microsoft Office Suite of tools, specifically Excel.
  • Knowledge and experience in various tools and channels for communicating how specific tools address specific needs.
  • Knowledge and experience in database management with a basic understanding of system and data integration.
  • Knowledge and mastery of analytical tools, information systems, and methodologies with expert ability to provide authoritative advice to management throughout the department on incident and situation management notification.

    If the position requires a security clearance, employees must have a SECRET or TOP SECRET clearance to placement AND must maintain that level of clearance while performing in the position.

    Selected applicants for a JDA are requested to fulfill the items below during the JDA:
  • Complete the DHS Training Course 15 days prior to the arrival to the JDA.
  • Complete the DHS Joint Duty Assignment Progress Plan to include:
    • Phase 1: Establish assignment objectives within the first 30 days of the JDA.
    • Phase 2: Complete a self-assessment of the duties performed at the mid-point of the JDA.
    • Phase 3: Complete a final review within the last 30 days of the JDA.
  • Complete 12 hours of professional development using Skillsoft courses, videos, and books in conjunction with the established assignment objectives for the JDA.
  • Attend each of the DHS Joint Duty Program Director's quarterly webinars (1 hour per quarter).
