LPR International is seeking a goal-oriented Construction Project Manager to support our client. This position is based in the Washington, DC area. Responsibilities: Review contract solicitation packages and recommend, for WMATA consideration, construction proposals to be considered for award; Manage field staff; Resolve issues with contract fulfillment in a timely manner and to ensure that all aspects of the program remain on schedule and within budget and the ability to communicate effectively; Lead weekly construction progress meetings, readiness review meetings, third-party coordination meetings, design coordination meetings and other construction meetings. Publish meeting minutes; Assist in site visits and survey of existing conditions, drafting and review of conditions assessment reports and develop scopes of work; Conduct site visits and participate in progress meetings to monitor project progress, quality control, testing and acceptance of the equipment and systems; Manage the activities associated with the changes to the construction contractors' work (request for change, change notices, change orders, contract modifications, etc.); Coordinate with the Program Manager to develop a Lessons Learned Report. Assist the Program Manager with closeout of the construction contracts; and Provide technical and cost analysis support and review all requests for changes submitted by the construction contractor and then make recommendations for acceptance to the Program Manager. Provides first line QA/QC reviews in order to ensure compliance with applicable codes, standards, WMATA Design Criteria; and, ensure the task order requirements are met; Provide technical guidance to Construction Engineers, Technicians and other project staff; Review contractual documents and contract modifications to determine scope of work and scope changes and escalate any concerns to the Program Manager; Ensure timely processing of submittals, Requests for Information (RFI), potential change orders (PCO), transmittals and change orders; Coordinate the work with all contractors and ensure all program deliverables conform with the technical specifications and respective contract provisions; Qualifications: A minimum of a bachelor's degree in Construction Engineering, Electrical Engineering, Construction Management, Project management, Business, or related field as approved by WMATA; WMATA Protected Information A minimum of ten (10) years demonstrable experience managing large projects that include ATC and rail electrical systems; Proven ability to manage complex budgets and schedules; Ability to work independently and establish and maintain effective working relationships with individuals with whom interface is required; Ability to read electrical engineering drawings and architectural drawings; Direct working experience with ATC, AC power, Supervisory Control and Data Acquisition (SCADA) Systems and/or utilities is required; Ability to obtain OSHA-10 Construction Industry certification; Knowledge of working in a government environment with experience with unions/unionized environment preferred; Ability to work nights and/or weekends as construction schedule dictates; A PMP, CAPM, or CSCM and/or Certified Construction Manager (CCM) certification; May be required to travel out-of-state to conduct manufacturer inspections of facilities and witness any factory acceptance testing as required by the Program Manager; and PE license is preferred but WMATA will consider experience and other applicable certifications. Environmental: Ability to sit, stand, and walk for extended periods of time. Ability to work in confined spaces. Ability to stoop, reach, bend, twist and carry equipment. Ability to work in hot, cold, or uncomfortable areas. Ability to lift up to seventy-five (75) pounds. Ability to employ hand dexterity in the use of equipment. Ability to handle moderate-loud noises typical of an office or industrial setting. Clarity of vision at 20 feet or more.
