Within a framework of priorities, funding and overall project objectives, the incumbent works with a marked degree of technical authority and is responsible for planning, designing, and carrying out the work independently. The incumbent may consult the supervisor on unprecedented issues. Completed projects, reports, or recommendations are reviewed by the supervisor for compatibility with organizational goals, guidelines, and effectiveness in achieving intended objectives.
Major Duties
As the Cyber Analyst, the incumbent serves as a key contributor to the EAC's strategy regarding the Cyber Access and Security program. The incumbent furthers the EAC's efforts in various arenas; works to improve federal, state, and local election cybersecurity posture; and provides guidance to staff on various issues pertaining to elections and specifically, election security.

Qualifications
TECHNICAL COMPETENCIES
Demonstrated experience and knowledge of cyber security technology and operations, to include comprehensive risk management and compliance programs. Experience in identifying and applying best practices in cybersecurity, acquisition of technology, and the relevant policies, procedures, practices and principles necessary to ensure successful delivery of IT investments.
Attention to Detail: Is thorough when performing work and conscientious about attending to detail.
Communication: Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
Problem Solving: Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

Duties may include but are not limited to the following:
- Under the direction of the Chief Information Officer (CIO)/Chief Information Security Officer (CISO), provides support to the EAC's Cyber Access and Security program involving the full range of election technology systems. Supports EAC stakeholders in more effectively securing election technology.
- Provides critical input into day-to-day security operations. Serves as key team player providing cybersecurity Subject Matter Expertise regarding the design, deployment, maintenance, enhancement and security of the IT systems essential for supporting EAC's mission. Ensures the security of EAC's data and systems by monitoring and responding to emerging threats to process, network and infrastructure security.
- Supports EAC mission-critical project and program implementation by implementing initiatives and providing security-related monitoring, planning, and training that ensure FISMA compliance. Identifies, develops and implements policy and guidelines surrounding EAC's IT security. Identifies risks, develops plans and POAMs to mitigate risk and improve cybersecurity.
- Researches, studies, and provides subject matter expertise on election cybersecurity and election technology. Provides analysis, advice, and guidance to EAC personnel on advancing the principles of HAVA and other comprehensive national election reforms as they relate to cybersecurity and technology. Leads or participates in special projects, ongoing analyses, investigations, and initiatives that have high priority for senior level management.
- Participates in election cybersecurity meetings and outreach as subject matter expert. Convenes federal and non-federal cybersecurity leaders to facilitate information sharing on election cybersecurity issues affecting the field.
- Plans and/or manages special projects for major program issues of broad impact. Conceives and implements new initiatives and projects to strengthen, facilitate, and integrate programs. This may involve producing complex analyses and written reports; workshops, or other gatherings; initiating program reviews; and developing or fostering cross-agency activities.
- Performs other duties as deemed necessary.
