Summary

The primary purpose of this position is to engage in efforts to foster implementation for the Office of Foreign Assets Control (OFAC) mission, both within the government and in the private sector, primarily through the trade and financial communities.

Responsibilities

The following are the duties of this position at the GS-14 . If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
  • Act in a high level analytical capacity in addressing compliance issues raised by members of industry, the legal community, and the general public, as well as federal and state regulators, with regard to issues involving the Office of Foreign Assets Control.
  • Recognize sensitive foreign policy or controversial issues arising from OFAC regulations and keeps supervisors apprised of issues raised by the public. Coordinate closely with all program segments of OFAC concerning potential violations of sanctions programs.
  • Interface with banking, securities, insurance, travel, and trade professionals and internal auditors, both individually and in groups, for the benefit of OFAC.
  • Confer with individuals and corporate officials in connection with transactions authorized by OFAC regulations and licenses.
  • Give presentations on sanctions compliance to various industry groups.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

Specialized experience for the GS-14: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position must demonstrate all of the following:

- Experience liaising with representatives of the regulated financial community as well as federal, state, or foreign government officials, including senior officials.; AND
- Experience with U.S. economic sanctions and embargo programs including relevant sections of the Code of Federal Regulations, Executive Orders, and sanctions legislation.; AND
- Experience with banking operations, correspondent banking, and interdiction software as well as strategies and methods for complying with U.S. sanctions in the regulated financial community.; AND
- Experience applying regulations or related laws concerning economic sanctions to provide practical guidance.

Specialized experience for the GS-13: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position must demonstrate all of the following:

- Experience working in a position that handles regulations and related laws concerning economic sanctions and trade controls.; AND
- Experience working in a position involving where experience of the roles of anti-money laundering and/or OFAC compliance examination activities conducted by federal regulatory and enforcement agencies. Examples of where this type of experience could be obtained could include, but is not limited to, a sanctions compliance or AML department of a bank or corporate entity that is subject to regulation by the Federal Banking Agencies, or has worked as a state bank regulator.; AND
- Experience working in a position that requires knowledge of banking, securities, and other financial and commercial transactions, particularly in the area of international banking, trade finance and securities transactions.; AND
- Experience in serving as a case officer or assisting a case officer who holds assignments regarding regulated industry enforcement matters and communicates with individuals within the enforcement field.

In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-14, you must have been at the GS-13 level for 52 weeks.

CONDITIONS OF EMPLOYMENT:
