Responsibilities

As a Management and Program Analyst, you will:
  • Serve as a trouble-shooter and primary resource person on major programmatic and policy issues involving laws, regulations and policies affecting CPD programs.
  • Conduct a variety of special projects which require reviewing agency policies, objectives, management principals and processes and applies analytical and evaluative methods and techniques to assess program development or execution.
  • Prepare briefing materials and talking papers for the Assistant Secretary, General Deputy Assistant Secretary and Deputy Assistant Secretaries in preparation for upcoming appearances and speeches.
  • Develop and communicate policy as it relates to the nation-wide implementation of CPD grant and capacity building programs.
  • Work closely with the CPD Budget Division, Field Directors and the Office of the Chief Financial Officer to develop proposals for the resolution of Office of Inspector General (OIG), General Accounting Office (GAO), and Chief Financial Officer (CFO) audit recommendations.
  • Coordinating responses to findings and recommendations on overdue audit recommendations, including contact with the Inspector General, other HUD staff, and the grantee.
  • Coordinate clearance of all findings with other branches of CPD, the Inspector General for Audit, and necessary contacts by correspondence with local entities in the resolution and clearance of overdue audit findings.

This position is located in the Office of Community Planning and Development (CPD). CPD seeks to develop viable communities by promoting integrated approaches that provide decent housing, a suitable living environment, and expand economic opportunities for low and moderate-income persons. The primary means toward this end is the development of partnerships among all levels of government and the private sector, including for-profit and non-profit organizations.

The official duty station for this position will be in Washington, DC. Failure to report to duty at this location may be grounds for a disciplinary action, including removal.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

Specialized Experience: For the GS-14, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes:

Development or Direction of special projects, providing technical assistance and the development of new or revised policies, procedures, standards, or regulations related to programs such as, homeless assistance, affordable housing, rural housing or affordable housing grant programs; and presenting the analyses in writing or orally to management.

Examples of this experience could include:
- Researching statutes, regulations, handbooks, OMB Circulars, audit guides or other cases and policy issuances to develop solutions to problems. OR
- Monitoring and evaluating housing programs which requires planning, scheduling, conducting on-site reviews, analyzing information, coordinating group activities and recommending subsequent actions. OR
- Preparing and presenting briefing materials and talking points for senior management in preparation for speeches.

Time-in-Grade:
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-14, you must have been at the GS-13level for 52 weeks.

Time After Competitive Appointment:
Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.

CONDITIONS OF EMPLOYMENT:
