Summary

The Division of International Conservation (DIC) is concerned with international financial and technical assistance programs for conservation of flora and fauna, and responsible for coordinating many of Fish and Wildlife Service international conservation efforts. Incumbent manages and leads the development of partnership opportunities to represent U.S. interests in implementing international agreements, and resolving difficult issues related to species of international concern in Eurasia.

Responsibilities

As a Supervisory International Affairs Specialist your duties will include, but are not limited to, the following:
  • Oversees and coordinates recommendations for approval of award funding to the Assistant Director for International Affairs.
  • Monitors and evaluates program performance through the development and review of performance measures generated from information collected from project proposals and their implementation, financial records, and other relevant information.

  • Performs a full range of supervisory/managerial duties and responsibilities over the assigned Branch staff and evaluates work products for meeting Branch goals and objectives.
  • Oversees planning and organization of international meetings, conferences and workshops, and represents the FWS on various panels, delegations and committees during these events.

Qualifications

In order to qualify for this position you must possess the Minimum Qualifications.

Minimum Qualification GS-14

One year of specialized experience equivalent to the GS-13 level in the federal service. Examples of experience include: Apply the theory, principles, and methodology of fish and wildlife biology and ecosystem management to be able to focus on long-term ecological and economic sustainability issues; Evaluate species conservation program performance through the development and review of results generated from information collected from project proposals, their implementation and reported outcomes; Evaluate species conservation program performance through the development and review of results generated from information collected from project proposals, their implementation and reported outcomes; Assemble and lead teams to develop and implement solutions to complex organizational problems; Develop, assess and evaluate conservation program goals and objectives to ensure accomplishments are met; and represent a conservation organization at conferences, meetings or briefings where divergent viewpoints are represented.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

  • Experience in the development of program policy and implementation of management decisions for a program.
  • Ability to develop and prepare policy memoranda, speeches, and briefings in order to represent the Service at National and/or International meetings.
