Responsibilities

  • Responsible for the supervision of military and/or civilian employees.
  • Assigns work and establishes priorities; evaluates performances of subordinates; provides advice, counsel and/or instruction on both work and administrative matters.
  • Provides strategic plans for the development and presentation of briefings to senior ASA (ALT) leaders on status, trends, and impacts related to directorate missions.
  • Recommends proposals and revisions to Department of Defense/ Department of Army initiatives and policies concerning the PPBE process for Army acquisition programs.
  • Responds to inquiries from HQDA, OSD, Office of Management and Budget (OMB) and/or the Congress regarding all aspects of acquisition program resource management.
  • Tasks, directs, coordinates, and monitors progress of actions with internal and external organizations and offices ensuring actions are keeping in DASA(PPR) and ASA(ALT) management direction and priorities.
  • Reviews ongoing processes and programs for compliance with existing laws, rules, regulations, and DA/DOD/Congressional directives and participates in programming resources.
  • Conducts extensive analysis across areas and programs of responsibility.

  • This is a testing designated position. Personnel are required to sign DA Form 5019-R. Personnel must pass drug screening prior to hiring and will be subject to periodic and random drug testing.
  • Incumbent may be required to serve 2 year Supervisory probationary period.
  • Selectee must be an Acquisition Corps (AC) member at the time of permanent selection for the position or have been granted a waiver.
  • Selectee must execute, as a condition of appointment, a written agreement to remain in Federal service in the position for at least three years.
  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This critical acquisition position requires LEVEL III certification in the acquisition career field of Program Management.
  • The incumbent must obtain and maintain the appropriate Top Secret security clearance.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes 1. reviewing ongoing processes and programs for compliance with existing laws, rules and regulations; 2. developing alternative courses of action to solve problems; 3. responding to inquiries from upper management regarding all aspects of resource management; and evaluating performance of subordinate employees. This work is equivalent to the NH-03 or GS-13 grade level in the Federal service

Acquisition Corps Members - Submit either your Acquisition Corps Membership Certificate; membership letter from the Agency's Director, Acquisition Career Management, Acquisition Career Record Brief (ACRB) or agency ACRB equivalent document.

Non-Acquisition Corps Members - Submit your transcripts. Additional documentation maybe required if you are selected.Baccalaureate degree from an accredited educational institution and ONE of the following:24 semester credit hours from among the following disciplines: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, and organization and management.24 semester credit hours in the person's career field and 12 semester credit hours in the disciplines listed above. Credit hours within the person's career field may also satisfy the requirement for part or all of the 12 credit hours in the disciplines listed above. The same hours may be used to meet both requirements.24 semester credit hours in the person's career field and training equivalent (American Council on Education recommended credits) to 12 semester credit hours in the disciplines listed above.

This is a DoD Demonstration Project position. Under the Defense Authorization Act, personnel management demonstration programs are operating in numerous Army activities and various other organizations supported by Army civilian personnel centers. Under the streamlined personnel operations for demonstration projects, the familiar 15 General Schedule grade structure is replaced with broad pay bands that typically encompass a range of grades. For example, acquisition jobs in level NH-IV of broad banding encompass the traditional GS-14 through GS-15 grades. Other initiatives under the demonstration projects include simplified classification, streamlined hiring process, and expanded developmental opportunities.

Education
