This position is located in the Office of Information Technology (OIT), Office of Inspector General (OIG), U.S. Department of Housing and Urban Development (HUD), Washington, DC. The Inspector General heads an independent and objective organization responsible for audit, investigation, fraud control and designated security services related to programs and operations of the Department.

As the Office of Inspector General (OIG) for the U.S. Department of Housing and Urban Development (HUD), we remain an independent and objective organization, conducting and supervising audits, evaluations, and investigations relating to the Department's programs and operations. As a Chief Information Officer, you will:
  • Serves as the principal advisor to the Inspector General on matters pertaining to Information Technology and Information Security.
  • Be responsible for enabling efficient and effective communications and information sharing.
  • Assist with the management of all aspects of information technology strategic planning and evaluating core computing functions for management by HUD, government partners or private sector vendors.
  • Assist with the coordination of services among division Directors to ensure effectiveness of purpose and efficient use of resources.
  • Conduct reviews for compliance founded on awareness of existing regulations and best practices.

The experience may have been gained in either the public, private sector or volunteer service . One year of experience refers to full-time work; part-time work is considered on a prorated basis. As a basic requirement for entry into the SES, you must provide evidence of progressively responsible leadership experience that is indicative of senior executive level management capability; and that is directly related to the skills and abilities outlined under the Executive Core Qualifications (ECQs) and Mandatory Technical Qualifications (MTQs) listed below. Typically, experience of this nature will have been gained at or above the GS-15 grade level in the federal service or its equivalent with state or local government, the private sector, or non-governmental organizations.

Candidates must meet all of the following qualification requirements by the closing date of this announcement, including general management skills and characteristics applicable to all SES positions AND technical or program responsibilities specific to this position.

Guidance on Addressing the ECQs and MTQs: Use your overall set of professional and volunteer experiences, education and training, accomplishments, awards and potential in describing your ECQs and MTQs. Qualifications

Each of the following competencies are the foundation for success in each of the Executive Core Qualifications: Interpersonal Skills, Oral Communication, Written Communication, Integrity/Honesty, Continual Learning, and Public Service Motivation. The essay competencies address the Executive Core Qualifications (ECQs). Your responses are required for each of these ECQs, unless you have had your ECQs previously certified by an Office of Personnel Management Qualifications Review Board (QRB) for the Senior Executive Service (SES).

If you are already certified by OPM's QRB, submit proof such as a copy of the certification or an SF-50 showing SES Career Status.

ECQ 5: BUILDING COALITIONS - This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. Partnering - Develops networks and builds alliances; collaborates across boundaries to build strategic relationships and achieve common goals. Political Savvy - Identifies the internal and external politics that impact the work of the organization. Perceives organizational and political reality and acts accordingly. Influencing/Negotiating - Persuades others; builds consensus through give and take; gains cooperation from others to obtain information and accomplish goals.

Education

Each of the following essay competencies address the Mandatory Technical Qualifications (MTQs). Your responses are required for each of these MTQs.

MTQ 1: Experience establishing enterprise architecture information technology systems - Please include in-depth knowledge and thorough comprehension of enterprise architecture that ensures systems interoperability; effective utilization of equipment and resources; state of the art technology and equipment processes such as cloud services, ensures effective information security, internal controls, and privacy controls.

MTQ 2: Experience with providing continuous IT services to system users - Please include demonstrated experience assembling and directing an IT organization that provides quality continuous services to its users , both on-site and through remote access. Experience providing enhanced access to government information and services in a manner that is consistent with laws regarding protection of personal privacy, national security records retention, access for person with disabilities, E-Government Act, and other relevant laws. Experience with the development of agency corporate web-sites. Experience in the development and/or modification of IT systems during periods of building and modernization.

MTQ 3: Knowledge and experience with Federal acquisition regulations and contract management - Please include experience in preparing statements of work and developing criteria for evaluating bids. Experience in preparing cost-benefit analysis for justification in the use of contract personnel. Experience in directing and monitoring contractor performance. Experience with effective vendor communication and establishing system accountability standards.

MTQ 4: Experience managing technical and administrative matters in a Federal agency or organizational entity - Please include experience managing technical staff, including developing and maintaining skills of the workforce, addressing performance shortfalls, resolving conflicts and poor morale, or other organizational climate issues. Experience in recruiting and retention of shortage category human resources, such as in the information technology sector. Experience in the development and issuance of IT policy and procedures. Experience developing and justifying a budget for IT resources.

  • This position has been designated as a Career Reserved position and will be filled on a career basis. Office of Personnel Management approval and a probationary period will be required for any applicant who does not have Senior Executive Service (SES) career status.
  • OPM Certification: An initial appointment to an SES position is contingent on approval from the Office of Personnel Management (OPM) Qualifications Review Board unless the selectee has successfully completed an OPM approved SES Candidate Development Program.
