Responsibilities

As a Loan Management Specialist, you provide support and subject matter expertise to the Health Center Facility Loan Guarantee Program, which supports loans to eligible Health Center Program Awardees for the construction/expansion, alteration/renovation and modernization of health center medical facilities.

Your major duties and responsibilities include:
  • Reviewing loan applications, conducting complex financial and credit analyses, and evaluating the Government's risk in making the loan.
  • Developing marketing strategies for loan portfolios by studying and tracking changes in demand for the government product, and identifying business and industry current and future needs.
  • Performing comprehensive reviews and in-depth analyses of financial credit data documents germane to the loan application eligibility, feasibility, credit worthiness, and viability within assigned loan portfolio(s).
  • Reviewing loan files for completeness and compliance with all prescribed regulations and practices before loan closing; preparing draft loan closing documents for review as appropriate; and, supporting loan closing to ensure the accuracy of proper documentation and that the Government's interest are protected.
  • Reviewing executed loan closing documents (e.g., bonds, notes, mortgages, Uniform Commercial Code financing statements, loan agreements, settlement statements) for completeness and accuracy.
  • Conducting field site visits to determine a project's conformance with loan requirements, including review of financial statements, compliance with loan covenants, and assigning Health Center Program operational and compliance status; evaluating/mitigating and/or preparing environmental assessments; and, reviewing key data to ensure multiyear forecasts are realistic.

Analyzing financial capacity of the loan applicant to make a determination as to the applicant's ability to repay the loan, and providing your recommendation to senior staff for approval; conducting interviews with loan applicants to ascertain if applicants are eligible for loans to develop factual information, and to provide financial counseling for a variety of businesses; servicing a variety of loan types (guaranteed or insured) and amounts, including conducting periodic reviews to ensure compliance with terms and conditions of the loan and to detect violations or adverse trends in the borrower's financial conditions.

GS-13: To qualify at the GS-13 level, your resume must clearly demonstrate that you have one full year of specialized experience comparable in difficulty and responsibility to at least the GS-12 level in the federal service.

Examples of qualifying specialized experience equal to the GS-12 level include performing the following types of tasks performed on a regular and recurring basis:

Ascertaining, investigating, and analyzing complex and/or obscure facts regarding the borrower's financial capacity, including evaluating the general economic and financial conditions that affect the lender's risk in granting, guaranteeing, or insuring the loan; authorizing and administering commercial and/or real estate loans based on in-depth analysis of the borrower's financial soundness in terms of net worth in relation to total debt, size, and condition of accounts receivable, inventory, taxes, and profit percentage trends; developing and recommending various courses of action such as refinancing or mergers to resolve issues to protect the borrower's interest.

Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.

Your qualifications will be evaluated on the following competencies (knowledge, skills, abilities and other characteristics):

LOAN MANAGEMENT: Knowledge of (1) credit risk factors and lending principles involved in loans of specialized types granted, insured, or guaranteed (2) financial structures and practices of business organizations concerned with such loans; and (3) pertinent statutory, regulatory, and administrative provisions.

FINANCIAL ANALYSIS: Knowledge of the principles, methods, and techniques of financial analysis, forecasting, and modeling to interpret quantitative and qualitative data; includes data modeling, earned value management, and evaluating key financial indicators, trends, and historical data.

COMPLIANCE: Knowledge of procedures for assessing, evaluating, and monitoring programs or projects for compliance with Federal laws, regulations, and guidance.
