A successful candidate in this position will serve as a Facility Project Manager in the Program Integration and Logistics Operations (PILO), Office of Logistics and Facility Operations, Office of Administration.

Responsibilities

As a Facilities Project Manager, you will:
  • Analyze, plan, direct, organize and coordinate comprehensive management programs for the alteration, repair, office services and improvement of government-owned facilities in the Washington, D.C. area which house over 4,000 administrative and scientific personnel in space totaling more than 1.3 million square feet that is occupied.
  • Provide professional advice and counsel to the team staff in connection with office services, alterations and repair, and renovations to the physical facilities to accommodate increased or changing facility usage patterns.
  • Prepare a variety of reports relative to building management operations and alterations, fund expenditures, Working Capital Fund (WCF) billing, and general facilities services.
  • Develop schedules and coordinates movement of personnel and equipment to provide a complete and systematic service with the least disruption to employees.
  • Coordinate with building tenant design schedules and construction target schedules and prepares work orders, to complete tenant alterations, and building services.
  • Perform contract administration and Contract Officer Representative responsibilities relating to improvements and alterations of the facilities and the Department's term contract agreements.
  • Use the AutoCAD computer system to view up-to-date plans and as-built drawings.
  • Make entries and checks team member entries and updates on the automated Alteration/Renovation Tracking System to ensure all information logged on the computer program is correct and up-to-date with respect to the status of projects.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS

A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position is defined as:
  • Providing advice and counsel for the maintenance, repair and alteration of facilities and buildings.
  • Reviewing construction documents including the following plans: demolition, basic construction, construction details, furniture, reflected ceiling, telephone, computer and local area networking systems, security, electrical and mechanical HVAC systems to make sure all specifications meet the scope of work.
  • Determining which aesthetic requirements, architectural and engineering principles and other techniques can be handled in-house or must be contracted out.
  • Performing contract administration on facility contracts to ensure compliance with specifications and requirements.

  • Knowledge of planning, directing, organizing and coordinating programs for alteration, repair and improvement of government facilities.
  • Ability to prepare a variety of reports that will be seen by upper management. These reports will be about building management and alterations as well as funding and expenditures.
  • Ability to manage and counsel a team when it comes to office services, alterations and repair, to include the physical facilities.
  • Experience in project management responsibilities when it comes to gathering the data, planning, design and construction of facilities.
  • Knowledge of Contract Officer Responsibilities (COR) relating to improvements and alterations of facilities. Ability to understand contracts and what the COR responsibilities are with those contracts.
  • Ability to analyze all types of requests regarding space alterations and then coordinating and scheduling the movement of personnel and equipment.
