Responsibilities

The incumbent serves as the designated subject matter expert at Headquarters for Marine Corps Personal Financial Readiness Program. Advises the Branch Head and Career Services Section Head by conducting research and analysis, planning and the development, coordination, and monitoring of programs. Provides comprehensive and expert level analysis of personal financial management programs and qualitative and quantitative program evaluation to provide recommendations on functional effectiveness of business programs, business practices, operations, productivity and efficiency.

Develops policy and procedures to support effective execution of personal financial education and counseling for individuals and organizations to promote financial readiness and well-being of authorized patrons; assists Marines and families with the identification and evaluation of current financial situation; development of plans to overcome indebtedness; recognize and modify ineffective financial management behaviors; and identification of strategies to achieve personal short and long term financial goals. Evaluates and interprets data to identify and clarify issues and concerns; and determine appropriate course of action to positively affect work/life relationships, mission readiness, recruitment, and retention.

Conducts procedural inspections and reviews for compliance with USMC, SECNAV and DOD policies and regulations. Provides expert program analysis and economic analyses to ensure functional needs are met for programs and services. Develops corrective actions and conducts follow up inspections. Plans, develops, and conducts analyses for current and projected programs to achieve goals and objectives. Collects, verifies, and adjusts data from diverse sources and performs qualitative analysis.

Prepares reports and budgets for Personal Financial Readiness program. Conducts and participates in program and resources allocation reviews. Communicates results and resource requirements to various audiences. Develops program surveys, audits, and special projects.

Conducts presentations using a variety of techniques and methods. Represents Headquarters Marine Corps in the delivery of presentations and briefs on Personal Financial Readiness to major professional associations, inter-service and DOD audiences. May work a fluctuating work schedule to complete work assignments outside of the typical work week and work hours. May travel to complete work assignments.

Checks for satisfaction on the quality of goods and services. Takes action to solve problems quickly. Alerts the higher level supervisor or proper point of contact(s) for help when problems arise. Adheres to safety regulations and standards. Uses required safety equipment, and observes safe work procedures. Promptly reports any observed workplace hazards, and any injury, occupational illness, and/or property damage resulting from workplace mishaps to the immediate supervisor. Adheres to established standards of actively supporting the principles of the EEO program and prevention of sexual harassment.

EVALUATIONS:

Qualifications

Bachelor's degree in financial management or a related field appropriate to the work of position and three years of experience in the occupation, or a related field or work area. An Accredited Financial Counselor (AFC®) Credential is preferred, however not required at time of hire. AFC Credential shall be obtained within 18 months following hire and maintained for entire term of employment thereafter. Expert knowledge of laws and policies related to DoD, Navy and Marine Corps Personal Financial Readiness. Expert knowledge of military pay policy and procedures.

Requires knowledge of: the substantive nature of Marine Corps programs and activities; Marine Corps missions, policies, and objectives; management principles and processes; and the analytical and evaluative methods and techniques for assessing program development or execution and improving organizational effectiveness and efficiency. Understanding of basic budgetary and financial management principles and techniques as they relate to long range planning of programs and objectives.

Superior oral and written communication skills to develop presentations and reports for audiences that may include individual Marines and their families, unit and installation leadership, HQMC staff, sections, CMC, DoD leadership, and Congress.

Knowledge of analysis of management information requirements to develop program or administrative reporting systems including the systems specifications, data gathering and analytical techniques, and systems evaluation methodology.

Ability to develop realistic and challenging integrated training standards that encompass installation mission functions using knowledge of military command structure, mission, programs, and organizational relationships.

Expertise in developing new or modified administrative program policies, regulations, goals, or objectives. Experience in identifying and developing data required for use in the management and direction of programs.

Skill in applying a wide range of concepts, principles, and theories relating to financial management, financial counseling, and financial education. Skill in establishing and maintaining effective working relationships using tact, diplomacy, and overall professionalism. Skill to operate a personal computer, related computer equipment and various software applications. Skill in analyzing new or proposed legislation or regulations to determine impact on program operations and management.
