About the Position: This position supports the mission of the Defense Health Agency Psychological Health Center of Excellence, Research Directorate (J-9) as Chief of Evidence Synthesis, Research Translation and Integration. The Tour of Duty is 40 hours per week, Monday - Friday during office hours between 0600 and 1800.
Telework may be possible for 1 or 2 days per week at management discretion.

  • Serves as the Chief of Evidence Synthesis, Research Translation and Integration in the Research Directorate within the Psychological Health Center of Excellence (PHCoE), a component center of the Research and Development Directorate (J-9).
  • Provide subject matter expertise in areas of psychological health and the military, including clinical psychology and research methodology and processes.
  • Provision of methodological expertise in the production, management, and review of scientific literature with ability to apply subject matter expertise to synthesize scientific information, draw conclusions, and make recommendations.
  • Apply enterprise standards for evidence synthesis, including the Cochrane approach to systematic reviews, the GRADE approach to grading quality of evidence, rapid review methods, and research gap procedures.
  • Research analysis and interpretation, communication, report-writing, and technical/scientific writing.
  • Interface with important stakeholders to field often complex questions on the state of the evidence, oversee the development of official government reviews, and succinctly brief these results back to the stakeholder.
  • Initiate, conduct, and manage a portfolio programmatic and externally funded research to improve the delivery of mental health services within the military health system.
  • Lead and assist with DoD research priority setting and knowledge synthesis, dissemination, translation and implementation efforts.
  • Establish administrative tracking and reporting systems for center-wide research protocols and scholarly publications and presentations.
  • Provide staff and program management for the Evidence Synthesis, Research Translation and Integration Section, under the Research Branch.
  • Ensure the coordination of personnel orientation activities for each new staff member in the division.
  • Formulates new theoretical or conceptual frameworks from which to derive research objectives and testable hypotheses.
  • Applies state-of-the-art research methodologies within the cognitive, behavioral, and social sciences.
  • Devise new research techniques and approaches to solve such complex problems.
  • Serve as the Subject Matter Expert for evidence synthesis, psychological health gap analyses, knowledge dissemination, and implementation science.

  • Appointment to this position is subject to a background investigation to determine your suitability for Federal employment.
  • Appointment to this position is subject to a two year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.
  • Temporary/Situational/Ad Hoc telework work may be authorized at management discretion.

Basic Requirement:
Degree: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study or specific course requirements major or equivalent in psychology.

Specialized Experience Requirement:
One year of specialized experience equivalent to the GS-13 grade level in the Federal service which includes managing Psychological Health research projects; collect and analyze Psychological Health research data; and prepare briefings on Psychological Health research projects and/or programs for senior leadership; and collaborating with a multidisciplinary team.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
