Responsibilities

During the current period of mandatory telework required by the Agency's COVID-19 response, telework will be mandatory. When it is determined the Agency will be moving to the reopening phase, the expectation will be to physically return to the office at the USPTO - Alexandria, VA campus. Telework days and any waiting period for eligibility will be determined at that time.

This Vacancy is using the Direct-Hire authority to recruit for positions for which there is a critical hiring need. Using the Office of Personnel Management's approved government-wide direct hire authorities, agencies may appoint candidates directly to jobs, without regard to the provision of Title 5 U.S.C 3309 through 3318, for which OPM determines that there is a severe shortage of candidates or a critical hiring need.

As a Director in Planning, Budgeting and Governance Products Division, you will be responsible for exercising leadership and managerial responsibility for all system development life-cycle (SDLC) activities associated with automated systems to support USPTO's mission. Duties typically performed include the following:
  • Provides subordinates direction and guidance in all phases of the system development life-cycle for financial management systems supporting multiple organizations and services of the business program.
  • Establishes long and short range tactical goals that support the mission and strategic goals and objectives of the organization.
  • Serves as Director, Planning, Budgeting and Governance Products Division, exercising leadership and managerial responsibility for all SDLC activities associated with automated systems to support USPTO-wide planning and budgeting functions.
  • Plans, prioritizes, and assigns work to subordinates filling various roles such as subject matter expert, technical lead, project manager, contracting officer representative, and information systems security officer.
  • Ensures enforcement of IT security policies, principles, and practices for all production systems.
  • Participates in activities related to the Certification and Accreditation process as well as the Annual Security Assessment.

You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. Specialized Experience: is experience that has equipped applicants with the particular knowledge, skills and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the federal service. For this position, the next lower grade level is a GS-14.

Specialized experience for this position includes:
  • Experience serving as an expert in the system development life cycle of new and existing financial management systems for an organization including the requirements, design, development, testing, installation, implementation, integrations and operational support of financial management systems.
  • Experience communicating with senior employees to provide timely, authoritative and sound advice and recommendations on IT best practices and organizational change management.
  • Experience supervising, planning, directing and executing IT programs for a multi-layered organization through subordinate staff and supervisors.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will be evaluated for this job based on how well you meet the qualifications above.
