Responsibilities

This position is being filled under DoD Modified Direct Hire Authority, Section 1109; PL, 116-92, dated 12/20/2019 .

As a Physical Scientist at the GS-1301-13 some of your typical work assignments may include:
  • Develops and presents programmatic information regarding physical and medical countermeasures for defense against chemical and biological weapons to support informed decision-making by the Division Chief, and Director, Chemical and Biological Technology Department.
  • Represents DTRA and the division at a wide spectrum of working group meetings, national, and international symposia and conferences.
  • Obtains, interprets and documents user requirements, and coordinates performance targets for technology transition.
  • Establishes an active collaborative network with current performers, and other technical experts (academic and industry) to continually gauge the state-of-the art and promising future directions for specific areas of technology.
  • Recommends long-term technical and fiscal plans.
  • Assists with the preparation of budget and POM submissions.
  • Provides authoritative advice and recommendations on projected costs, technical area management and other programmatic matters.
  • Implements agreements between organizations required to establish cooperative research programs.
  • Coordinates and reviews statements-of-work to ensure projects provide needed deliverables and advance the technology readiness. Reviews Military Interdepartmental Purchase Requests (MIPRs), and Interagency Orders (IOs) for consistency with technical and programmatic objects; reviews and coordinates Economy Act compliance.
  • Manages specific projects for cost, schedule and performance, and assures compliance with applicable contracts, and recommends work scope changes where appropriate.

Qualifications

You may qualify at the GS 13 if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the GS-12 grade level in the Federal service as listed below:
  • Planning, coordinating, integrating, implementing, and evaluating research and development programs.
  • Experience in program management and execution, including managing specific science and technology programs and projects for cost, schedule and performance, assuring compliance with applicable contracts, and recommending work scope changes where appropriate.
  • Obtaining, interpreting and documenting user requirements, and coordinating performance targets for technology transition.
  • Broad knowledge of laboratory research methods and analytical techniques, and experience in managing and/or conducting these activities.
  • Superior written and oral communication skills, including demonstrated effectiveness in communicating technical and programmatic issues.
  • Familiarity with policies and procedures of intelligence community CBRN collection and priorities.
  • Experience with interpretation and implementation of security classification guides as applied to S&T papers, proposals and presentations.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

In addition to meeting qualifications, your application package must reflect the applicable experience to meet the Individual Occupational Requirements for the 1301, series as listed below:

Physical Scientist(1301) series: Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.
B. Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.

Substitution of education may not be used in lieu of specialized experience for this grade level.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

Incumbent is required to submit a Confidential Financial Disclosure Form, OGE 450, within 30 days of entering the position, annually and upon termination of employment in accordance with DoD Directive 5500.7-R, Joint Ethics Regulation, August 30, 1993.

This is an Acquisition Workforce position in the Science and Technology Management career field. The incumbent is required to become certified, Level II in the applicable career field within 24 months, unless a position requirements waiver is approved to extend the 24 months. The incumbent must obtain a minimum of 80 continuous learning points (CLPs) for every 2 year CLP period, with a goal of at least 40 annually.
