Responsibilities

  • Serve as the maintenance Subject Matter Expert (SME) on product acquisition work groups.
  • Provide technical input on Requests for Information (RFIs), Requests for Proposals (RFPs), and for the development of essential characteristics to ensure accuracy of all maintenance data.
  • Review and compare candidate equipment down-select by the working groups.
  • Ensure all maintenance required concerns are address including testing and clinical considerations, maintenance supportability, cost of maintenance, and manufacturer's support.
  • Respond to all technical inquiries from external stakeholders as it pertains to any maintenance function or capability.
  • Review Medical Materiel Quality Control (MMQC) messages to determine if message impacts or applies to assigned equipment.
  • Determine impact on equipment, develop a course of action, and provide relevant response information to MMQC point of contact.

US Army Medical Materiel Development Activity (USAMMDA) is the DoD's advanced medical materiel development activity for products designed to protect and preserve the lives of Service members. USAMMDA develops new drugs, vaccines, and medical support devices that enhance readiness, ensure provisions of the highest quality medical care to the DoD and maximize the survival of medical casualties on the battlefield.

Ft. Detrick is located in Frederick, MD, in the heart of Frederick County. It is located approximately a one hour drive from Washington, D.C., and Baltimore, MD, and adjoins Virginia, West Virginia, and Pennsylvania. Frederick County offers an array of experiences: historic sites and museums; Civil War attractions; 90 national, state, county and municipal parks; a zoo; minor league baseball; antique and mall shopping; and many fine restaurants and hotels.

USAMMDA is participating in an alternative personnel system known as the Personnel Demonstration Project (PDP). The DJ-03 pay band is equivalent to the GS-11 step 1 to GS-12 step 10 level. In keeping with the Demonstration pay fixing policies, employees earning a salary that falls within this payband equivalent, may not receive an immediate pay increase (promotion) if appointed to this position. Future pay increases within the payband will be accomplished through the pay for performance management system.

This is a contingent (TERM) appointment, NTE 5 years. Individuals selected for this term position may be eligible for conversion to career-conditional appointment at a later date. To be converted, the employee must (1) have been selected for the contingent position under competitive procedures, (2) must have served 2 years of substantially continuous service in the contingent appointment, (3) be selected under merit promotion procedures for the permanent position, and (4) have a current rating of "B" or better.

This contingent (TERM) position may be extended. MRMC Command is authorized to extend a contingent appointment one additional year.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes:

(1) Experience managing medical equipment and maintenance programs such as Global Combat Support System, Power LOG-J, and Compass;

(2) Experience requesting and updating Maintenance Cataloging logistics and medical material master data; AND

(3) Experience determining the equipment Level of Repair and Analysis (LORA) and Mean Time to Failure Rates to take corrective action.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (DJ-02 / GS-09).

OR

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

  • Defense Acquisition Workforce Improvement Act Career Field Position. This is an Army Acquisition, Logistics, and Technology Workforce position. Selectees must meet the position requirements for certification at Level II in Life Cycle Logistics within 24 months of entrance on duty. (Certification requirements may be found in the Defense Acquisition University Catalog at http://www.dau.mil/.) Due to the impact of the Coronavirus, individuals with entrance of duty dates prior to April 1, 2021 will have an additional 12 months to meet the certification requirements, up to a total of 36 months.
