Summary

This position is part of the National Archives and Records Administration, National Archives and Records Administration. As a/an HR SPEC, you will be serving as a human capital program expert and a strategic business partner in one or more of the service lines of delivery including: classification, staff acquisition, benefits and retirement, accountability, HR systems and strategy, workers compensation, employee and labor relations, and performance management.

Responsibilities

As a HR SPEC, you will:

- Provide management advisory services by furnishing authoritative technical advice and guidance to Agency managers and supervisors at all levels on complex and sensitive human resources management issues.

- Formulate and administer strategic human capital management plans, programs and goals.

- Continually evaluate program operations and makes recommendations for improving or streamlining operations to improve timeliness, customer service, and/or operating costs.

- Recommend and/or establishe procedures for periodic evaluation of program effectiveness including quality assurance programs, assesses progress in meeting established program goals, and determines compliance with established policies and standards of higher authority and outside agencies.

The experience may have been gained in either the public, private sector or volunteer service . One year of experience refers to full-time work; part-time work is considered on a prorated basis.     Specialized Experience: For the GS-14, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes:

    - Managing and balancing workload while providing expert advice and guidance on a range of Human Resources/Human Capital functions and operational issues, policies, and procedures; AND
    - Developing, recommending and presenting extensive changes and improvements in operations to more adequately meet objectives in workforce support programs; AND
    - Developing and managing programs to identify best practices, program metrics, and sustainable program deliverables focusing on employee engagement, organizational assessment, change management, the overall health and well-being of the workforce, Employee Assistance Program, or Worklife Program; AND
    - Providing technical expertise and analysis of a program and its effectiveness to support organizational goals.
