Summary

This position is located in Management Services, Director of Labor and Employee Development, Technical Labor Group, Technical Operations Labor Team, (AJG-L12). This group is responsible for providing technical advice and guidance to Air Traffic Organization (ATO) operational service units on labor issues; interpreting and applying Collective Bargaining Agreements; and for providing pre-arbitration services for third party actions such as grievances.

Responsibilities

The incumbent is a Program Manager/Executive Technical Representative (ETR) and consultant to the Technical Operations. The ETR applies comprehensive knowledge of equipment and facilities to ident ify technical equipment and system implementation issues that support air traffic control systems and operations. This work is a critical area of safety oversight and directly impacts the safe and efficient operation of the National Airspace System (NAS). Is a recognized subject matter expert in a specialized area and provides leadership for highly complex and challenging activities under the minimal direction of a manager or executive.

As an expert on Technical Operations systems and equipment, he/she applies experience identifying, and assessing significant processes and concerns related to labor issues in the Technical Operations Direct orate. Using technical expertise, the program manager evaluates and recommends approval of memorandum of understanding and agreements on the installation or modification of new equipment or systems. Recommends and formulates solutions and approaches that support the strategic plans and goals of the ATO and the Federal Aviation Administration (FAA). Applies experience and expert knowledge that are applicable to his or her discipline to conduct functional activities for projects/programs that often require the development of new and innovative approaches. Applies comprehensive knowledge of the interrelationships and functional responsibilities of the ATO to develop a strategy for collaboration and negotiation with national labor unions in the Service Areas and Service Units. Works with senior management to identify and resolve problems.

The ETR applies knowledge of 5 U.S.C. Chapter 71 of the Federal Labor Relations Statute to interpret technical contract issues and advise the Director arid senior management with regards to Equal Employment Opportunity (EEO) and Accountability Board cases. Applies knowledge of and experience with Alternative Dispute Resolution (ADR) processes, mediations and hearings to serve as the Directors representative in settlement discussions. Analyzes data from com plaints, provides information and makes recommendations to the Director. Uses experience analyzing and interpreting case law, such as Federal Labor Relations Authority, Court and Arbitration decisions to evaluate the impact on Technical Operations systems, equipment and facilities. Coordinates with Human Resources, Civil Rights and the General Counsel, as appropriate, prior to recommending approval of settlement agreements to resolve grievances, disciplinary actions, Unfair Labor Practices, Merit System Protection Board issues, Guaranteed Fair Treatment (GFT) actions and Arbitrations.

Provides expert guidance and instruction both internally and externally to address diverse, complex issues which often cross multiple projects, programs, and/or functional areas. Develops and recommends approaches to address current and anticipated problems and issues. Works with senior management to identify and resolve problems.

Qualifications

Candidates must have one year (52 weeks) of SPECIALIZED EXPERIENCE equivalent to at least the next lower grade level (FG/GS-13/FV-I) that is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.

SPECIALIZED EXPERIENCE :
  • Experience identifying, analyzing and evaluating data to recommend solutions to management.
  • Experience applying regulations and procedures governing the operations, support and maintenance of equipment and facilities in the National Airspace System.
