Summary

This position is located in the Technical Security Engineering Division (TSE), Foreign Affairs, Security Training Center (FASTC), Directorate of Training (T), Bureau of Diplomatic Security, Department of State. The incumbent of this position will serve as a Security Specialist, responsible for providing training and oversight for advanced technical security systems in High Definition Security Video Systems (HDSVS) cyber security, and technical countermeasure security systems.

Responsibilities

  • Responsible for the development and management of advanced technical security training courses in high-definition internet-based video systems, cybersecurity, and countermeasures security systems.
  • Monitors and oversees the development and design of training curriculum in the latest technologies of video analytics, high definition, video com compression, video management systems and systems and network video recorders.
  • Manages the drafting of contractual documents needed for financial obligations. Reviews invoices and works closely with the Contracting Officer to ensure contract compliance.
  • Supports the development of advanced technical security training for HDSVS, cybersecurity, and technical countermeasure security systems for appropriate use within Federal Law Enforcement Training Accreditation (FLETA) guidelines.
  • Assesses best methods of curriculum design and adult learning principles, theories, concepts, current instructional methods, approaches, trends, and best practices to recommend improvements.

Occasional travel - 10% -15% overseas travel will be required yearly.

Qualifications

Applicants must meet all the required qualification requirements, including education and any selective placement factors described below by the closing date of this announcement. Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:

-Experience managing and providing oversight in cyber security and technical countermeasure security programs.

-Experience managing financial and contractual activities.

-Experience developing technical security curriculum training courses related to high definition, internet based video management systems and software.

There is no substitute of education for specialized experience for the GS-13 position.
