Summary

This position is located in the Office of Financial and Portfolio Management within the Financial Management Division (FMD) of the International Development Finance Corporation (DFC). As a Supervisory Staff Accountant you will be responsible for DFC's accounting and budgeting, receipts and disbursements of funds, asset management, management of accounting and financial information systems, guaranty, loan and insurance portfolio management and other financial management services.

Responsibilities

- Provides technical and administrative supervision over staff accountants responsible for carrying out technical and professional accounting work in support of the agency.
- Serves as agency accounting expert for federal accounting requirements as promulgated by the Federal Accounting Standards Advisory Board (FASAB). Acts as a liaison with OMB and other external regulatory bodies to provide information and resolve issues related to agency accounting reports.
- Records SF132 Apportionment and Reapportionment Schedules approved by OMB and reconciles apportionment data with budget execution data.
- Identifies and investigates complex differences in accounting and budget records (e.g., general ledger accounts); oversees the preparation of reconciliation worksheets; reviews and follows up on adjustments identified during the reconciliation process.
- Prepares and submits Report on Budget Execution (SF133's) for revolving, liquidating, financing and program accounts. Coordinates monthly reconciliations of budgetary and proprietary accounts to ensure that, monthly, quarterly and annual regulatory reports can be generated from GTAS submissions.
- Investigates and reconciles complex differences in accounting records (e.g., general ledger accounts); prepares reconciliation worksheets; submits and follows up on adjustments identified during the reconciliation process.
- Acts as DFC's liaison with OMB and Treasury to ensure DFC's accounting, credit reform reporting, and subsidy re-estimate processes comply with those agency's requirements. Maintains financial accounting and budgetary data in accordance with the requirements of federal accounting standards, including those related to the Credit Reform Act of 1990, Office of Management and Budget (OMB) circulars and regulations, and U.S. Treasury guidance.
- Develops and maintains accounting and funds control systems to record and track the financial transactions required by federal accounting standards and federal credit reform requirements. Creates and maintains accounting systems to track credit versus noncredit administrative obligations and expenditures. Creates and maintains cost accounting methodologies to support financial reporting and intragovernmental cost reimbursements.
- Prepares annual subsidy re-estimates; prepares associated non-expenditure transfer requests and requests for appropriation warrants; prepares interest due to and due from Treasury calculations using the OMB Finance Account Interest Calculator (FAIC), as required under the Credit Reform Act of 1990.
- Advises and works with DFC's Office of the Information Technology (OIT) and FM's systems accountant to implement DFC's financial management system (Oracle) changes needed due to changes in regulatory and/or reporting requirements including those related to Credit Reform and budgetary accounting.

Qualifications

Status candidates must meet time-in-grade requirements (52 weeks at the next lower grade level). Applicants must meet all eligibility and qualification requirements no later than 30 days after the closing date of this announcement.

TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).

BASIC REQUIREMENT

A. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing")

OR

B. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:

1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;

2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or

3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g.., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g.., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

ADDITIONAL REQUIREMENTS - SPECIALIZED EXPERIENCE
In addition to the Basic Requirement listed above, you must meet the required specialized experience below.

You may qualify at the GS-14 level, if you fulfill the following qualification requirement:
One year of specialized experience equivalent to the GS-13 grade level in the Federal service that demonstrates your:

1. Experience analyzing new accounting standards and guidelines; laws or regulations; or products and services to establish and implement appropriate accounting policy and procedures for large complex organizations.
2. Experience identifying and investigating complex differences in accounting and budget records (e.g., general ledger accounts); oversees the preparation of reconciliation worksheets; reviews and follows up on adjustments identified during the reconciliation process and resolving root causes of differences.
3. Experience developing and maintaining accounting and funds control systems to record and track the financial transactions required by federal accounting standards, federal credit reform requirements, including cost accounting methodologies to support financial reporting and intragovernmental cost reimbursements.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
