Summary

The primary purpose of this position is to serve within the Office of Information Technology (IT) Strategy & Technology Management/Chief Technology Officer (ITS&TM) team, reviewing, supporting, analyzing, evaluating, and managing Treasury's Capital Planning and Investment control program, and will serve in an integral and critical role in providing reports and advice to management concerning the productivity, efficiency, and effectiveness of technology investments.

Responsibilities

The following are the duties of this position at the GS-14. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position. As an Information Technology Specialist (Policy & Planning), you will:
  • Assess policy needs and develop policies to govern complex, multi-functional IT activities.
  • Provide state-of-the-art policy and process guidance to IT management and executive staff.
  • Manage IT extensive investment portfolios with novel acquisition and disposal policies.
  • Establish systemic guidelines and benchmarks to measure and evaluate complete IT systems performance across organizational lines within an agency.
  • Conduct audits, assessments, and evaluations of complex, extensive IT programs and projects.

Qualifications

You must meet the following requirements by the closing date of this announcement.

Specialized experience: For the GS-14, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes:

- IT Project Management experience; OR
Senior IT Audit experience; OR
Experience managing a portfolio of IT projects; OR
Experience managing an organization's Governance; OR
IT Desk Officer experience in a federal agency; OR
Experience serving as a subject matter expert in a federal agency's IT budget and policy; AND
- Reporting experience to senior leaders, executives or offices; AND
- Experience in representing the organization to other organizations

For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes:

- IT Project Management experience; OR
IT Audit experience; OR
Experience managing a portfolio of IT projects; OR
Experience managing Corporate IT Governance; OR
IT Desk Officer experience from another federal agency; OR
IT Policy Planning and Management government experience; OR
IT Data Management Experience; AND
- Experience in assisting at reporting at the executive level


For the GS-12, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes:

IT Project Management experience; OR
IT Audit experience; OR
IT Policy Planning and Management government experience; OR
IT Data Management Experience

AND

In addition to meeting specialized experience, applicants must have IT-related proficiency in each of the four competencies listed below.

CONDITIONS OF EMPLOYMENT:
- A one year probationary period may be required.
- Must successfully complete a background investigation.

You will be evaluated for this job based on how well you meet the qualifications above.
