MINIMUM QUALIFICATIONS

Has never been convicted of a felony or serious misdemeanor.

Education

Graduation from high school or possession of a high school equivalency certificate

Experience

Three (3) years of experience working within a police department in an inventory control, supply chain or procurement capacity.

Certification/Licensure

Possession of a valid motor vehicle operator's license issued from the jurisdiction of residence and a safe driving record with no more than 4 points accumulated over the past 3 years.

Medical Group:

Satisfactorily complete the medical examination for this position, if required. The incumbent must be able to perform the essential functions of this position either with or without reasonable accommodations.

SUMMARY

This position is responsible for the management of the department core supply/material function. This is a non-sworn position with the basic responsibility of the management and dispersal of the Department's uniforms, related equipment and supplies, and the support infrastructure of the police department's day-to-day operations related to supplies/equipment procurement and dissemination, inventory, and maintenance.

ESSENTIAL FUNCTIONS

Responsible for the management, control, accountability and distribution of equipment, uniforms and related supplies for all sworn officers as well as non-sworn personnel. (Excludes body armor, weaponry and ammunition.)

Orders and maintains a supply of uniforms, duty gear, body armor, and other equipment needed for daily work functions. This includes print cartridges, toner, batteries and other miscellaneous items available from the WMATA MAXIMO system. (Excludes weapons and ammunition.) Ensures there is a reasonable inventory level at all times.

Responds to employees' uniform, equipment and supply requests in a timely and reasonable manner.

Coordinates payment of invoices for MTPD.

Monitors and reconciles expenditures and deliveries to ensure all procurements are within the set budget, are appropriately documented and invoices are paid.

Maintains the quartermaster's office and supply room in an orderly manner. Ensures the facility is always in compliance and ready for periodic inspection by both internal and external stakeholders.

Responsible for the Metro Transit Police Department warehouse and the entire inventory of assets valued over $500.00 that fall under the MTPD/APO. Tracks department items using the barcode/PTR system.

Analyzes past expenditures, expected needs and future cost projections to assist in developing detailed equipment budgets in conjunction with consultation and approval of the MTPD budget analyst.

Maintains accurate financial transaction records for all procurement transactions conducted through and in conjunction with the Quartermaster's Office. Maintains accurate inventory records of supplies, equipment and uniforms and coordinates with Property Custodians throughout MTPD Ensures all records are up to date and ready for periodic review.

Prepares thorough and accurate reports (i.e. inventory reports, Executive Summaries, etc.).

Prepares pertinent correspondence for and makes recommendations for process and procedure standards as needed to promote operational efficiency. Creates new documentation and forms as needed due to changes in workflow. Also educates staff regarding these changes.

Contributes to the development of new and revision of existing polices and protocols. Ensures that they are in compliance with WMATA standards.

Tracks and evaluates equipment warranty, shelf life, safety storage, service schedules and arranges for replacements, service or repair as needed.

Works closely with procurement to draft scope of work, specifications and bid & contract reviews. Acts as COTR for awarded materials contracts; works closely with MTPD Budget and Procurement representatives to evaluate purchase costs, WMATA bidding/vendor procedures, to evaluate purchase costs, and to prevent over spending.

Oversees and assists the evaluation of products and supplies for police officers and other department personnel including their eventual implementation upon successful testing and evaluation.

Works with vendors to procure the best possible equipment and supplies for MTPD at an equitable price. Implements the use of the equipment, trains the users and ensures they are well versed in the equipment's use.

Categorizes procurement requisitions as departmental purchases or grant US Department of Homeland Security purchases.

Monitors and tracks grant financed inventory, complying with Federal Grant requirements to include receiving, distribution, and Identification.

As required, works variable hours during inclement weather and exigent circumstances, and when necessary, works extended tours of duty and occasional weekends

Holds Purchase-Card for MTPD, reviews and places orders, reconciles and produces reports for P-Card on a monthly basis for manager's approval, in compliance with current WMATA policies

Schedules and coordinates safety warehouse inspections and fire safety inspections to meet WMATA safety and OSHA standards.

Tracks and documents trends involving the use of equipment, defective equipment that could lead to a future Departmental liability
