Job Announcement

Develops, manages, and implements this major environmental program to ensure compliance with the Tree Conservation Ordinance of the County Code, Zoning Ordinance, and Public Facilities Manual policies and procedures, of both private sector and county development projects. Oversees the implementation of Code requirements for tree preservation and landscaping in the review of zoning cases, site plans, subdivision plans, infill and other development plans, and inspections of tree-related issues on development sites. Provides direction and oversight to the Branch's Team Leaders and staff in tree and landscape consultations on high profile and highly complex development projects provided to the Board of Supervisors, Department of Public Works and Environmental Services, Department of Planning and Zoning, Land Development Services, Storm Water Planning, Park Authority, and other county agencies. Serves as the subject matter expert and primary contact in the mediation of code issues between elected officials, county staff, developers, citizens, engineers, landscape architects and builders. Reviews and provides input on proposed forest conservation, tree and landscape regulations and legislation. Supervises and trains the Forest Conservation Branch technical and professional staff in all program areas, including training and process improvements to improve program effectiveness and customer service. Leads, delivers, and assists with training and public education to other agencies, elected officials and community groups on forest conservation, forest health, and tree and landscape issues. Provides direction and oversight to staff assigned to tree risk assessments. Keeps abreast of emerging technological, scientific, regulatory, social and legal issues that may impact the urban forest. Communicates on-going issues and recommends program level improvements relating to customer service, regulatory effectiveness, interagency interaction, personnel matters and capital equipment needs to the Urban Forest Management Division Director. Participates in the development and implementation of strategic planning initiatives for the Division as a member of the Division's Senior Leadership team.

Employment Standards

Graduation from an accredited four-year college or university with a degree in urban forestry, forestry, horticulture, entomology, environmental science, landscape architecture, ecology, or related field;
plus five years of related professional experience in urban forest management and/or urban forest program management.

  • Valid driver's license.
  • Certified Arborist certification issued by the International Society of Arboriculture within 12 months of hire.
  • Pesticide Applicator (VA) within 12 months of hire.

The appointee to this position will be required to complete a criminal background check and driving record check to the satisfaction of the employer.

  • A minimum of two years of supervisory Experience.
  • Master's degree in a related field from an accredited university.
  • Technical expertise and experience in communicating and resolving highly complex forest pest management issues among stakeholders.
  • Advanced knowledge of the science, principles and practices of urban forest management.
  • Program management experience including leading teams, budget preparation, and mentoring, training and coaching of staff.
  • Demonstrated oral and written communication skills
  • Ability to work collaboratively with other county staff, civic groups, and state and federal agencies.

Ability to operate keyboard-driven equipment. Ability to traverse rough terrain. Ability to operate motor vehicle. Physically and mentally able to use all applicable personal protective equipment in an outdoor environment; including hardhat, eye protection, hearing protection, safety footwear, and personal fall arrest harness. Ability to input, access, and retrieve information from a computer. Visual acuity to review detailed drawings, plans and documents. Ability to travel to various locations throughout Fairfax County to provide coverage, attend meetings and trainings. All duties performed with or without reasonable accommodations.
